Explanatory note to Appendix 4 of the JSC "State Social Insurance Fund" Development Plan for the period of 2022-2026 in the 1st quarter of 2022

1. "The share of the employed population covered by the compulsory social insurance system" with a planned value in 2022 – 70,2 %. (Due to no data on the average number of employed people for the 1st quarter being provided on the website of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan (www.stat.gov.kz) (hereinafter - Bureau of Statistics), the assessment was carried out as of 01.01.2022).

Information on the coverage of the employed population by the compulsory social insurance system (hereinafter - CSIS) is calculated as the ratio of the number of CSIS participants to the average number of employed population published on the website of the Statistics Bureau.

As of January 1, 2022, the average number of employed people, calculated on average for the last 4 calendar quarters, amounted to 8 802,7 thousand people.

The number of CSIS participants whose social contributions were received into the State Social Insurance Fund at least once over the past 12 calendar months, as of April 1, 2022, amounted to 6 617, 9 thousand people.

The share of coverage of the employed population by the CSIS was 75.2% (6,617.9 * 100/8,802.7).

Execution - 107.1%.

2. The planned indicator "The share of activities conducted to raise awareness in the regions on issues of compulsory social insurance to the established number of activities (at least 408 events/year within Kazakhstan in 2022 and at least 1020 events/year within Kazakhstan between 2023-2026)” for 2022 is 100%.

For the 1st quarter of 2022, the State Social Insurance Fund and its branches held 326 online and offline events as part of the public awareness campaign (hereinafter – PAC) on CSIS.

The total number of employees who took part in the public awareness campaigns was 9 800 people, of which 7 353 were women or 75%.

PAC indicator for 3 months: 326*100/102 = 319.6% (planned indicator - 408 events per year, 102 events for 3 months).

Execution – 319,6%.

3. "The share of timely provision of public services for the purpose of assigning social payments" with a planned value in 2022 is 99.9 %.

For 3 months of 2022, the state service for assigning social payments from the State Social Insurance Fund for 6 types of social risks was provided to 180 395 recipients. The services were rendered within the terms stipulated by the legislation.

Execution - 100%.

4. "The share of timely provision of the "Providing information to the participant of the compulsory social insurance system on the status and movement of social contributions" public service for 2022 is 99.99%.

For 3 months of 2022, the service was provided by the branches of the State Social Insurance Fund to 177 citizens within the period established by law, which corresponds to 100% of the planned value.

5. "The share of public services provided for the appointment of social payments in electronic form", for 2022 - 30%.

In the 1st quarter of 2022, the total number of public services provided for the appointment of social benefits from the State Social Insurance Fund amounted to 180 395 people, of which 71 990 or 39,9% were in electronic format.Execution - 133%.

Execution - 133%.

For reference: according to the methodology, the calculation of the indicator is carried out as the ratio of the number of public services provided in electronic form (proactively, through egov.kz and enbek.kz) to the total number of public services provided, however, since October 2021, in a pilot mode, the appointment of SVur ( social payment in case of loss of income in connection with caring for a child when s/he reaches the age of one year) is carried out through informatization objects of second-tier banks (Halyk, Kaspi) intended for the provision of public services (hereinafter - STB), thus the share of public services provided for the appointment of social payments in electronic form, taking into account STB, amounted to 47.1% (the number of applicants for the appointment of social payments – 180 395 people, of which 85 017 people in electronic format).

"The share of the employed population covered by the compulsory social insurance system" with a planned value in 2022 – 70,2 %. For the 1st half of 2022, the State Social Insurance Fund and its branches held 1 041 online and offline events as part of the public awareness campaign (hereinafter – PAC) on CSIS.

The total number of employees who took part in the public awareness campaigns was 39 659 people, of which 28 105 were women or 70,9%.

PAC indicator for 6 months: 1041*100/576 = 180,7% (planned indicator - 1 152 events per year, 576 events for 6 months).

Execution – 180,7%.

"The share of timely provision of public services for the purpose of assigning social payments" with a planned value in 2022 is 99.99 %.

For the 1st half of 2022, the state service for assigning social payments from the State Social Insurance Fund for 6 types of social risks was provided to 366 747 recipients. The services were rendered within the terms stipulated by the legislation.

Execution - 100%.

For the 1st half of 2022, the service was provided by the branches of the State Social Insurance Fund to 383 citizens within the period established by law, which corresponds to 100% of the planned value.

5. "The share of public services provided for the appointment of social payments in electronic form", for 2022 - 30%.

In the 1st half of 2022, the total number of public services provided for the appointment of social benefits from the State Social Insurance Fund amounted to 366 474, of which 173 059 or b>47,2% were in electronic format.

Execution - 157,3%.

1. The share of the employed population covered by the compulsory social insurance system" with a planned value in 2022 – 70,2%.

This indicator is calculated as the ratio of the number of participants in the compulsory social insurance system (hereinafter - CSIS) to the average number of employed people ((i.e. average value for the last 4 calendar quarters publishedon the site Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan (hereinafter - Bureau of Statistics)).

As at 1 October 2022, the number of CSIS participants whose social contributions were received into the State Social Insurance Fund (hereinafter - SSIF) at least once over the past 12 calendar months, amounted to 6 698,1 thousand people. Average number of employed people as of July 1, 2022 amounted to 8,817.3 thousand people (because there are no data on the average number of employed people for the 3rd quarter on the website of the Bureau of Statistics, the estimate was made as of 07/01/2022).

The share of coverage of the employed population by the CSIS was 76% (6 698,1 * 100/ 8 817,3). Execution – 108,3%.

2."The share of information and explanatory work carried out in the regions among labor collectives and employer representatives on mandatory social insurance issues from the planned number (at least 408 events/year within Kazakhstan in 2022 and at least 1020 events/year within Kazakhstan between 2023-2026)” for 2022 is 100%.

For for 9 months of 2022, the State Social Insurance Fund and its branches held 1 726 online and offline events as part of the public awareness campaign (hereinafter – PAC) on CSIS.

Awareness-raising activities covered 69 276 employees of which 49 319 were women or 71.2%.

РАС indicator for 9 months was executed by 199.8% (1,726 * 100/864; plan for the year - 1,152 events, for 9 months - 864 events).

For reference. The high level of performance of this indicator is associated with:

1) execution of the instructions of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Duysenova T.K. from 05.05.2022 on holding in the regions the РАС on social support and increasing the size of social payments in 2022;

2) the implementation of the Plan for conducting RDI for the period September - December 2022 in the main directions of the Address of the Head of State dated 01.09.2022. and the draft Social Code developed by the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan and approved by the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Duisenova T.K.

3. The target indicator "The share of timely provision of public services for the appointment of social payments" for 2022 is 99.99%.

For 9 months of 2022, the state service for assigning social payments from the State Social Insurance Fund for 6 types of social risks was provided to 551,021 recipients. The services were rendered within the terms stipulated by the legislation.

The execution was 100%.

4. The target indicator "The share of timely provision of the public service" Issuance of information on the status and movement of social contributions to the participant of the compulsory social insurance system "for 2022 is 99.99%.

For 9 months of 2022, the branches of the SSIF to 560 citizens within the period established by law, within the period established by law, which corresponds to 100%- fulfillment of the planned value.

5. The target indicator "The share of public services provided for the appointment of social payments in electronic form" for 2022 is 30%.

For 9 months of 2022, the total number of public services provided for the appointment of social benefits from the State Social Insurance Fund amounted to 551,021, of which 264,456 or 48% were in electronic format.

The execution was 160%.

2. "The planned indicator "The share of activities conducted to raise awareness in the regions on issues of compulsory social insurance to the established number of activities (in 2022 for the RK not less than 1 152 activities per year)" for 2022 - 100%.

In 2022, the State Social Insurance Fund and its branches held 2 427 online and offline events as part of the public awareness campaign (hereinafter – PAC) on CSIS.

Awareness-raising activities covered 96 872 employees of which 70 302 were women or 71.2%.

РАС indicator for 2022 was executed by 210,7 % (2427*100/1152.

Пояснительная записка к приложению 4 Плана развития АО «Государственный фонд социального страхования» на 2022-2026 годы за 1 квартал 2023 года

1. Плановый показатель «Доля занятого населения, охваченного системой обязательного социального страхования» на 2023 год – 70,4%.

Данный показатель рассчитывается как отношение количества участников системой обязательного социального страхования (далее - СОСС) СОСС к средней численности занятого населения в соответствии со статистическими данными (т.е. среднее значение данных за последние 12 месяцев, опубликованных на сайте Бюро национальной статистики Агентства по стратегическому планированию и реформам Республики Казахстан (далее - Бюро статистики).

По оценочным данным средняя численность занятого населения за последние 12 месяцев составила 8 969,5 тыс. человек (т.к. на сайте Бюро статистики отсутствуют данные о численности занятого населения за март 2023 года,оценка произведена на основе данных за период с марта 2022 г. по февраль 2023 г.).

Количество участников СОСС, за которых хотя бы 1 раз поступили социальные отчисления в Государственный фонд социального страхования (далее – ГФСС) за последние 12 календарных месяцев, по состоянию на 1 апреля 2023 года, составило 6 846,8 тыс. чел. Доля охвата занятого населения СОСС составила 76,3% (6 846,8 * 100/ 8 969,5).

Исполнение составило 108,4%.

2. Плановый показатель «Доля проведенных мероприятий по информационно-разъяснительной работе в регионах по вопросам обязательного социального страхования к установленному количеству мероприятий (не менее 1344 мероприятий в год по РК в 2023-2026 годах)» на 2023 год – 100%.

За 1 квартал 2023 года ГФСС и его филиалами в рамках информационно-разъяснительной работы (далее - ИРР) по СОСС проведено 1 200 мероприятий в трудовых коллективах. Общее количество работников, принявших участие при проведении ИРР, составило 42 674 человека.

Исполнение за 3 месяца составило 357,1% (1200*100/336 = 357,1%; плановый показатель 1344 мероприятия в год, 336 мероприятий за квартал).

Справочно: Высокий уровень исполнения данного показателя связан с широкомасштабным проведением ИРР в регионах в рамках реализации Плана проведения информационно-разъяснительной работы по основным направлениям проекта Социального кодекса Министерства труда и социальной защиты населения РК.

3. Плановый показатель «Удельный вес своевременного оказания государственной услуги по назначению социальных выплат» на 2023 год – 99,99%.

В 1 квартале2023 года государственная услуга по назначению социальных выплат из ГФСС по 6 видам социальных рисков оказана 201 222 получателям. Услуги оказаны в сроки, предусмотренные законодательством.

Исполнение – 100%.

4. Плановый показатель «Удельный вес своевременного оказания государственной услуги «Выдача участнику системы обязательного социального страхования информации о состоянии и движении социальных отчислений», на 2023 год - 99,99%.

В отчетном периоде филиалами ГФСС услуга оказана 154 гражданам в установленный законодательством срок, что соответствует 100% выполнению запланированного значения.

5. Плановый показатель «Доля оказанных государственных услуг по назначению социальных выплат в электронной форме», на 2023 год - 31%.

В 1 квартале 2023 года общее количество оказанных государственных услуг по назначению социальных выплат из ГФСС составило 201 222, из них в электронном формате - 111 557, или 55,4%.

Исполнение составило 178,7%.
