The Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan in the field of compulsory social insurance:

1) annually sets the amount of the interest rate of the commission fee of the State Social Insurance Fund (hereinafter referred to as the Fund), but no more than twice a year

2) develops:

lists and limits of financial instruments for investing the Fund's assets;

norms and limits that ensure the financial stability of the Fund;

proposal to establish a limit on the interest rate of the Fund's commission fee;

proposal to increase the amount of social payment in cases of disability and loss of a breadwinner;

3)develops and approves:

the rules for collecting commission fees by the Fund;

the rules of calculation and payment of social contributions to the Fund and penalties for them;

the rules and cases of refund of excessively (mistakenly) paid social contributions and (or) penalties for late and (or) incomplete payment of social contributions;

the rules for issuing information on the status and movement of social contributions to a participant of the compulsory social insurance system;

4)defines the order:

calculation (determination) of the size, appointment, implementation, suspension, recalculation, renewal, termination and revision of the decision on the appointment (refusal on the appointment) of social benefits on maternity and adoption of a newborn child (children) and childcare social benefits;

calculation (determination) of the size, appointment, implementation, suspension, recalculation, renewal, termination and revision of the decision on the appointment (refusal on the appointment) of unemployment social benefits;

calculation (determination) of the size, appointment, implementation, suspension, recalculation, renewal, termination and revision of the decision on the appointment (refusal on the appointment) of disability social benefits;

calculation (determination) of the size, appointment, implementation, suspension, recalculation, renewal, termination and revision of the decision on the appointment (refusal on the appointment) of survivors social benefits;

5) performs:

analysis, assessment and control of the financial stability of the Fund;

internal control of the Fund's activities in accordance with the procedure established by the Administrative Procedural Code of the Republic of Kazakhstan;

other functions provided by the Social Code, other laws of the Republic of Kazakhstan and acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.
