From January 1, 2022, in accordance with the Decree of the Government of the Republic of Kazakhstan No. 820 dated November 17, 2021, in order to maintain purchasing power, 75 130 recipients of social payment in case of disability and 52 096 recipients of social payment in case of loss of a breadwinner increased the size of monthly social payments by 5% from the State Social Insurance Fund (SSIF).
These payments are long-term, as they can be paid for several years, until a person either restores his/her ability to work or reaches retirement age. Also, survivor benefits are paid to children under the age of 18 and full-time students up to 23 years of age. In this connection, according to the Law of the Republic of Kazakhstan “On Compulsory Social Insurance” (hereinafter - the Law), these payments are increased annually based on the decision of the Government of the Republic of Kazakhstan. It should be noted that these recipients also receive a basic level - similar state social benefits at the expense of budgetary funds.
According to the Law, the amount of social payment from the SSIF in case of loss of income in connection with caring for a child under 1 year (CWcc) is 40% of the average income for the last 2 years before the date of birth of the child. At the same time, the Law establishes the minimum amount of CWcc not less than the amount of the monthly state allowance (MSA), established depending on the order of the child born in accordance with the Law of the Republic of Kazakhstan “On State Benefits for Families with Children”, with additional calculation of mandatory pension contributions subject to withholding.
The size of the MSA is tied to the monthly calculation index (MCI). In this regard, with the increase in the MCI from January 1, 2022, 220 462 CWcc recipients from the State Social Insurance Fund have increased the monthly amounts of this payment.
The increase in the size of the above social payments was carried out at the expense of the assets of the State Social Insurance Fund. Thus, the interests of the working population in obtaining an additional form of social security are protected.
