As part of the implementation of the Social Code of the Republic of Kazakhstan, from July 1 this year, the amount of state social benefits for certain categories of citizens will be increased by 14.5%, as well as disability benefits and survivors social benefits from the State Social Insurance Fund. In addition, the amount of the allowance awarded to mothers who have given birth and raised 7 or more children will be increased to 7.4 monthly calculation indices.
As previously reported, at the opening of the first session of the Parliament of the VIII convocation on March 29 this year, the Head of the State outlined the need to strengthen support measures of people with disabilities.
Within the framework of the Social Code of the Republic of Kazakhstan, from July 1, 2023, it is planned to increase by an average of 14.5% the amounts of the following types of state benefits:
- disability
- survivors
- special social benefits
- special state benefits (hereinafter referred to as SSB) to persons with disabilities of the first, second and third groups who have been assigned age pension benefits or superannuation pension benefits, with the exception of those receiving an additional benefits to age pension benefits up to the amount of a monthly disability benefits
- SSB for children with disabilities up to 7 years old living in Baikonur and receiving a disability pension in accordance with the legislation of the Russian Federation;
- SSB to victims of political repression or persons affected by political repression who have a disability or are pensioners;
- SSB to persons who have been awarded pensions for special services to the Republic of Kazakhstan.
Thus, the above-mentioned types of benefits will be increased by 23% compared to 2022 (taking into account an increase by 8.5% from January 1 this year). 37 billion tenge has been additionally allocated from the republican budget for these purposes.
In addition, a similar increase of state benefits by 14.5% from July 1 of this year is provided for:
- a person taking care of a person with a disability of the first group;
- a mother or father, adoptive parent (adopter), guardian (trustee), raising a child with a disability (children with disabilities).
For today, the amount of these benefits is 1.4 subsistence minimum (hereinafter – SM) or 56,794 tenge in 2023. When the Social Code will come into force, the amount of the allowance will increase to 1.61 SM or 65,313 tenge in 2023. An additional 6.4 billion tenge has been allocated from the republican budget for these purposes.
The Social Code also provides the differentiation of the amount of benefits paid to women who were awarded the "Altyn Alka" or previously received the title of "Mother Heroine", awarded the Orders of "Maternal Glory" of the I and II classes.
If today mothers who have given birth and raised 6, 7 or more children receive benefit in the same amount, then from July 1 this year, the amount of the benefit for mothers awarded with "Altyn Alka", the orders of "Maternal Glory" I and II classes, have the title of "Mother Heroine", those who gave birth and those who have raised 7 or more children, will be increased to 7.4 monthly calculation indices.
At the same time, from July 1 this year, a 14.5% increase will be made of the amount of disability and survivors social benefits paid by the SSIF.
The amount of benefits is individual and depends on: the average monthly income from which social contributions were made to the SSIF for the last 2 years, the coefficients of disability, the number of dependents, the length of participation in the compulsory social insurance system and income replacement.
These benefits are made in addition to similar benefits paid from the republican budget, their amounts have also been increased by 8.5% since January 1, 2023 by the decision of the Government of the Republic of Kazakhstan.
The increase in the amount of the abovementioned benefits will be made automatically on the basis of information available in the information systems of the Ministry of Labor and Social Protection of Population, therefore an additional appeal of recipients to the authorized bodies is not required.
