About social payments from the State Social Insurance Fund (SSIF)
In the 1st half of 2024 , more than 1 mln. people received social payments from the State Social Insurance Fund (SSIF), amounting to 453.0 billion tenge, which is almost 1.4 times higher compared to the same period in 2023.
The social payment for the loss of work capacity from the SSIF is granted to participants of the compulsory social insurance system (hereinafter referred to as the "system") in addition to the state disability allowance funded by the state budget. Payments from the SSIF are made during the period of general work capacity loss ranging from 30% to 100%, as determined by the medical and social examination, regardless of whether the individual continues working.
As of July 1, 2024, about 94,8 thousand participants of the system received payments for the loss of work capacity from the SSIF, amounting to 23.1 billion tenge, which is 31% more than in the same period of 2023. The average monthly payment was 57,220 tenge.
Social payments for the loss of a breadwinner from the SSIF are provided to dependents of a system participant in addition to the state allowance for loss of breadwinner funded by the state budget. Payments from the SSIF are made until dependents reach the age of 18 or, in the case of full-time education, 23.
During the reporting period, this payment was received by 63,4 thousand families who lost their breadwinner, amounting to 17.1 billion tenge, which is 37% higher compared to the same period in 2023. The average monthly payment was 59,968 tenge.
Social payments for job loss from the SSIF are provided to system participants regardless of the reason for their dismissal. The main requirement for eligibility is registration as unemployed. Once registered, the participant is entitled to receive the social payment. Payments are made for a period ranging from 1 to 6 months, depending on the length of participation in the system. The amount of the payment depends on the average monthly income on which social contributions to the SSIF were made in the two years prior to unemployment registration and the participant's tenure in the system.
In 6 months of 2024, these payments totaled 39.0 billion tenge and were received by 180.2 thousand system participants, which is 1.6 times more the number of recipients compared to the 6 months of 2023. The average monthly payment was 73,081 tenge.
Social payments for income loss due to pregnancy and childbirth or the adoption of a newborn child (children) are provided by the SSIF for all days of maternity leave.
The payment amount depends on the average monthly income on which social contributions to the SSIF were made during the 12 months preceding the start of maternity leave and the number of days of incapacity.
As of July 1, 2024, this one-time payment was received by 129,5 thousand expectant mothers totaling 180.8 billion tenge, an 11% increase compared to the same period last year. The average payment was 1,528,846 tenge.
Monthly social payments for income loss due to childcare (up to 1.5 years) are provided from the SSIF starting from the child’s birth date. The payment equals 40% of the average monthly income on which social contributions were made over the past two years. For the birth of twins or more, payments are allocated separately for each child.
In the 6months of 2024, 137,7 thousand individuals received this payment, with an average monthly payment of 81,823 tenge. The total amount paid was 193.0 billion tenge, 1.6 times higher than in the same period in 2023.
Thus, the social protection level for working citizens under the compulsory social insurance system is significantly higher than for non-working citizens.
About social payments via the Digital Family Map (DFM)
In recent years, obtaining government services from home, in a proactive manner, has gained popularity among citizens.
This service is available if a mobile phone number is registered in the Mobile Citizens Database (MCD). Registration in the MCD can be completed via the egov.kz web portal.
The operation of the “Digital Family Map” (DFM) information system enables the identification of citizens who, for various reasons, have not utilized their right to government services. Communication between service providers and recipients is conducted through SMS messages sent by the 1414 contact center to citizens' registered mobile numbers, ensuring an online interaction format.
In the 6 months of 2024, 807 citizens exercised their right to social payments from the SSIF via the Digital Family Map (DFM) (775 for job loss and 32 for childcare up to 1.5 years).
