About Social Payments from SSIF

At the end of the first quarter of 2024, approximately 840 thousand people received social benefits totaling 215.2 billion tenge from the State Social Insurance Fund (SSIF), which is almost 1.5 times more compared to the same period in 2023.

A social benefit for disability from SSIF is provided to participants of the compulsory social insurance system (hereinafter referred to as the system) in addition to the state social disability allowance, which is paid from budget funds. Payment from SSIF is made during the period of total disability in the range from 30% to 100%, as determined by medical and social expertise, regardless of continued employment.  

As of April 1, 2024, about 90.9 thousand system participants received disability benefits from SSIF totaling 11.5 billion tenge, which is 31% more than in the same period in 2023. The average monthly amount of the allocated benefit was 57,346 tenge.

A social benefit for the loss of a breadwinner from SSIF is provided to individuals who were dependents of a system participant in addition to the state social allowance for the loss of a breadwinner, which is paid from budget funds. Payment from SSIF is provided until dependents reach 18 years of age, or up to 23 years of age if they are attending full-time education.

In the reporting period, 61.2 thousand families who lost a breadwinner received this benefit from SSIF totaling 8.6 billion tenge, which is 39% more than in the same period in 2023. The average monthly amount of the allocated benefit was 58,543 tenge.

A social benefit for loss of employment from SSIF is provided to system participants regardless of the reason for their dismissal. The main condition for its provision is registration as unemployed. It is with registration that the participant gains the right to receive a social benefit. Depending on the length of participation in the system, the benefit is provided for a period of 1 to 6 months. The amount of the benefit depends on the average monthly income from which social contributions were made to SSIF for the last 2 years before registering as unemployed, the length of participation in the system, and the income replacement coefficient (45%). 

For the first 3 months of 2024, this benefit was provided in the amount of 18.3 billion tenge, received by 122.6 thousand system participants, which is almost twice the number of recipients for the first 3 months of 2023. The increase is due to the popularity among citizens of the electronic form of applying for payment through the "e-government" portals and the "Electronic Labor Exchange," as well as mobile applications of second-tier banks. The average monthly amount of the allocated benefit was 65,402 tenge.

A social benefit for loss of income due to pregnancy and childbirth, adoption (fostering) of a newborn child (children) from SSIF is provided for all days of maternity leave.  

The amount of the benefit depends on the average monthly income from which social contributions were made to SSIF for the last 12 months before the start of maternity leave and the number of days of incapacity for work.

As of April 1, 2024, 65.8 thousand expectant mothers received this one-time payment totaling 81.9 billion tenge, which is 19% more than the amount for the same period last year. The average amount of the allocated benefit was 1,460,282 tenge.

A monthly social benefit for loss of income due to caring for a child up to one and a half years old from SSIF is provided to system participants from the date of the child's birth. The amount of the benefit is 40% of the average monthly income from which social contributions were made to SSIF for the last 2 years. When two or more children are born, the benefit is provided for each child separately. 

For the first 3 months of 2024, this benefit was provided to 67.0 thousand individuals, and the average monthly amount of the benefit was 79,106 tenge. The total payment amounted to 94.9 billion tenge, which is almost 1.8 times more than the amount for the same period in 2023.

Thus, the social protection of working citizens, through the additional level of the compulsory social insurance system, is much higher than that of non-working citizens.

In recent years, it has become popular for citizens to receive government services "without leaving home," i.e., in a proactive manner.

This service is possible if the mobile phone number is registered in the Mobile Citizen Database (MCD). Registration in the MCD can be done through the egov.kz web portal.

The functioning of the "Digital Family Card" (DFC) information system allows the identification of citizens who, for various reasons, have not exercised their right to government services. At the same time, the dialogue between the service provider and the service recipient occurs through the exchange of SMS messages directed by the 1414 contact center to the citizen's mobile phone number, that is, in an online format. 

At the end of the first quarter of 2024, within the framework of the DFC, 767 citizens exercised their right to social benefits from SSIF (753 for loss of employment, 14 for caring for a child up to one and a half years old).
