In 2023, about 1.3 million Kazakhstanis received social payments in the amount of 750.7 billion tenge from the State Social Insurance Fund (hereinafter – SSIF), which is 70% more than in 2022.
Disability social payment is assigned in addition to the state social benefit for disability, which is paid at the expense of budgetary funds. Payment from the SSIF is made during the period of loss of general working capacity to the extent of 30% to 100%, established by a medical and social examination, and regardless of the continuation of work.
In 2023, more than 100 thousand people received this payment in the amount of 38.7 billion tenge, which is 27% more than in 2022. The monthly average amount of the assigned payment was 47,445 tenge.
Survivors social payment is assigned to persons who were dependent on a participant in the compulsory social insurance system in addition to the state social benefit for loss of a breadwinner, which is paid at the expense of the budget. Payment from the SSIF is carried out until the dependents reach the age of 18, and in the case of full–time education - up to 23 years.
Last year, 64.3 thousand families who lost a breadwinner received this payment in the amount of 26.8 billion tenge, which is 26% more than the amount for 2022. The monthly average amount of the assigned payment was 51,574 tenge.
Unemployment social payment is assigned to a participant in the social insurance system, regardless of the reason for his dismissal. The main condition is registration as an unemployed person. The payment is made from 1 to 6 months, depending on the length of service in the system. The amount of the payment depends on the average monthly income from which social contributions were made to the SSIF for the last 2 years before registration as unemployed, the length of service in the system and the income replacement coefficient, which was increased from 40% to 45% on January 1, 2023.
In 2023, this payment was made in the amount of 49.9 billion tenge, 224.1 thousand people received it, which was more than 2 times the number of recipients in 2022. The growth is associated with the introduction of the Digital Family Card, in which payment for job loss is assigned proactively, as well as with the demand among citizens for an electronic form for submitting applications for payment through e-government portals and Electronic labor exchanges, as well as mobile applications of some second-tier banks. The monthly average amount of the assigned payment was about 60 thousand tenge.
Social payment on maternity and adoption of a newborn child (children) is assigned for all days of maternity leave. The amount of the payment depends on the average monthly income from which social contributions were made to the SSIF in the last 12 months before the date of maternity leave and the number of days of incapacity.
In 2023, 287.5 thousand people received this lump sum payment for a total amount of 348.2 billion tenge, which is almost 2 times more than the amount for 2022. The average amount of the assigned payment was 1,244,813 tenge.
A monthly childcare social payment is assigned to a participant in the social insurance system from the date of birth of the child. The amount of the payment is 40% of the average monthly income from which social contributions were made to the SSIF over the past 2 years. If two or more children are born, the payment is assigned to each child separately.
In 2023, this payment was assigned to 312.7 thousand people, its monthly average amount was 68,957 tenge. The payment was made in the amount of 287 billion tenge, which is 67% more than in 2022. The increase in this payment is associated with an increase in the payment period from January 2023 from one year to one and a half years.
Thus, the social protection of working citizens participating in the compulsory social insurance system is much higher than that of non-working people.
