As of October 1, 2023, the number of recipients of social unemployment benefits from the State Social Insurance Fund (hereinafter - SSIF) was 155.4 thousand people, with 146.3 thousand citizens receiving payments specifically in this year. The total amount of payments amounted to 33.2 billion tenge.
In accordance with current legislation, dismissed workers receive social unemployment payment within a period of 1 to 6 months, depending on their participation in the compulsory social insurance system and their income over the last 24 months. Payments are made from the SSIF's funds and can cover up to 45% of the lost income.
To apply for this payment, a dismissed worker needs to:
- Log in to the eGov.kz portal;
- in the "Employment and Job placement" section, select the "Registration of Job Seekers" service;
- order the service online, fill in all the required fields, and submit the application with an electronic digital signature;
- within one day, the career center (hereinafter CC) in the applicant's place of residence will offer job vacancies;
- if a job is not found, the status of being unemployed will be assigned remotely within 3 working days (if necessary, the CC employee will contact the applicant for additional information).
This service can also be obtained online through the Electronic Labor Exchange (enbek.kz).
If there is information about the registration as an unemployed person, the Information System of MLSPP will send an SMS message to the mobile phone for consent to provide the payment from the SSIF in a proactive format. If consent is given, you need to respond to the SMS message, and the payment will be automatically scheduled.
It's worth noting that the social unemployment payment, funded by the SSIF, is provided regardless of the reasons of job loss and is intended to support individuals who are unemployed while seeking new employment.
To implement the directive of the Head of the State, as announced in the Address to the people of Kazakhstan on September 1, 2022, the replacement coefficient for lost income has been increased from 40% to 45% starting from January 1, 2023. The current procedure for payment allocation has been retained and applies only to participants in the social insurance system who have lost their jobs and obtained unemployed status.
The increase in the amount of the unemployment payment also applies to existing recipients as of January 1, 2023, and is applied automatically.
As previously reported, the Ministry of Labor and Social Protection of Population of the RK has introduced remote service provision functionality by employment centers through the Electronic Labor Exchange.
This has simplified the procedures for registering as unemployed and receiving government services related to employment support, including social unemployment payment. Now, everything can be done with just an internet connection, a computer, and an electronic digital signature.
