Thanks to the implementation of the Family Digital Card (hereinafter referred to as the FDC) at the beginning of 2024, more than 389,9 thousand people have received SMS notifications for proactive government service delivery. Among them, 171,1 thousand people took advantage of the opportunity to receive benefits or payments without having to submit an application.
The Family Digital Card is formed based on data from all existing government information systems. Currently, it accumulates information on 20 million citizens of Kazakhstan, or over 6 million families.
The primary goal of implementing the FDC is to ensure equal access for Kazakh citizens to the government support system. In this context, the Family Digital Card is defined in the Social Code of the Republic of Kazakhstan as a tool for determining medium- and long-term social policy tasks and directions. The FDC also serves as a daily "electronic notifier" for citizens about their rights to receive guaranteed government support, depending on their social status.
Currently, the FDC provides Kazakh citizens eligible for government support measures with the opportunity to automatically apply for 10 types of benefits and social payments without any formal requests: disability social payments; unemployment social payments; social payments or benefits in case of the loss of a breadwinner; benefits for parents (guardians) raising a child with disabilities; disability benefits; benefits for large families; benefits for mothers of large families awarded the "Altyn Alka" and "Kumis Alka" pendants; targeted social assistance; as well as a one-time burial payment.
Additionally, the FDC enables automatic notifications about the possibility of receiving pension payments, the expiration date of the assigned/extended "Kandas" status, and employment measures for unemployed individuals.
When the right to government support measures is established, a potential recipient receives an SMS notification from the unified contact center 1414. The citizen receiving the SMS needs to reply with their consent. The application process and the assignment of social benefits or payments will be carried out automatically, with subsequent crediting of the funds to the recipient's bank account.
