In 2023, from the State Social Insurance Fund (the Fund), about 1.3 million people received social payments in the amount of 750.7 billion tenge, which is 70% more than compared to 2022. 

Disability social payment from the Fund is assigned in addition to the state social disability benefit, which is paid from budget funds. Payment from the Fund is carried out during the period of loss of general ability to work to a degree from 30% to 100%, established by a medical and social examination, and regardless of the continuation of work. 

In 2023, more than 100 thousand people in the amount of38.7 billiontenge received disability payments from the Fund, which is 27% more compared to 2022. The monthly average amount of the assigned payment was47,445tenge.

Social payments in the event of the loss of a breadwinner from the Fund are assigned to persons who were dependent on a participant in the compulsory social insurance system in addition to the state social benefit for the loss of a breadwinner, which is paid from the budget. Payments from the Fund are made until dependents reach 18 years of age, and in the case of full-time education, up to 23 years of age.

In the reporting period, the specified payment from the Fund was received by64.3 thousandfamilies who lost their breadwinner in the amount of26.8 billiontenge, which is 26% more than the amount in 2022. The monthly average amount of the assigned payment was51,574tenge.

Unemployment social payment from the Fund is assigned to a system participant, regardless of the reason for his dismissal. The main condition for his/her appointment is his/her registration as unemployed. After registration the participant acquires the right to receive social payments. Depending on the length of participation in the system, payments are made from 1 to 6 months. The size of the payment depends on the average monthly income from which social contributions were made to the Fund over the last 2 years before registering as unemployed, the length of participation in the system and the income replacement rate, which was increased on January 1, 2023 from 40% to 45%. 

In 2023, this payment was made in the amount of 49.9 billion tenge, it was received by 224.1 thousand people, which is 2 times more than the number of recipients in 2022 . The growth is associated with the introduction of the Digital Family Card from September 1 last year, within the framework of which unemployment payments are provided proactively, you just need to confirm your consent to the payment, as well as with the demand among citizens for the electronic form of submitting applications for payment through the “electronic government” portals and “Electronic Labor Exchange”, as well as mobile applications of some second-tier banks. The monthly average amount of the assigned payment is about 60 thousand tenge.

Social paymentin case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children)from the Fund is assigned for all days of maternity leave. 

The size of the payment depends on the average monthly income from which social contributions were made to the Fund for the last 12 months before the date of maternity leave and the number of days of incapacity to work.

In 2023, this lump sum payment was received by 287.5 thousand expectant mothers for a total amount of 348.2 billion tenge, which is almost 2 times more than the amount compared to the same period last year. The average amount of the assigned payment was 1,244,813 tenge.

A monthly childcare social payment from the Fund is assigned to a participant in the compulsory social insurance system from the date of birth of the child. The payment amount is 40% of the average monthly income from which social contributions were made to the Fund for the last 2 years. When two or more children are born, the payment is assigned to each child separately. 

In 2023, this payment was assigned to 312.7 thousand people and the monthly average payment amounted to 68,957 tenge. The payment was made in the amount of287.0 billiontenge, which is 67% more than in 2022. The increase in this payment is associated with an increase in the payment period from January 2023 from one year to one and a half years.

Thus, the social protection of working citizens, due to the additional level from the compulsory social insurance system, is much higher than that of non-working citizens.
