About social payments from the SSIF

In 2024, around 1.4 million people received social payments in the amount of 958.3 billion tenge from the State Social Insurance Fund (SSIF),which is 28% more compared to the same period in 2023.

The social payment for the loss of work capacity from the SSIF is granted to participants of the compulsory social insurance system (hereinafter referred to as the "system") in addition to the state disability allowance funded by the state budget. Payments from the SSIF are made during the period of general work capacity loss ranging from 30% to 100%, as determined by the medical and social examination, regardless of whether the individual continues working.

In 2024, over 102 thousand participants of the system in the amount of 46.6 billion tenge received payment in case of disability from the SSIF, which is 20% more than in the same period of 2023. The monthly average amount of the assigned payment was 60,407 tenge.

The social payment in case of loss of a breadwinner from the SSIF is assigned to persons who were dependent on a participant in the system in addition to the state social payment for loss of a breadwinner, which is paid at the expense of the budget. Payment from the SSIF is made until the dependents reach the age of 18, and in the case of full-time education up to 23 years.

A social payment in case of job loss from the SSIF is assigned to a participant in the system, regardless of the reason for his dismissal. The main condition for her appointment is his registration as an unemployed person. It is with registration that the participant acquires the right to receive a social payment. Depending on the length of participation in the system, the payment is made from 1 to 6 months. The amount of the payment depends on the average monthly income from which social contributions were made to the SSIF for the last 2 years before registering as unemployed and the length of participation in the system.

During the year, the specified payment was made in the amount of 88.3 billion tenge, it was received by 293.6 thousand participants of the system, which is 31% higher than the number of recipients in 2023. The monthly average amount of the assigned payment is 81.500 tenge.

Social payment in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children) from the State Social Insurance Fund is assigned for all days of maternity leave.

The amount of the payment depends on the average monthly income from which social contributions were made to the SSIF in the last 12 months before the date of maternity leave and the number of days of disability.

In 2024, this one-time payment was received by 245.7 thousand expectant mothers for a total amount of 385.6 billion tenge, which is 11% more than the amount for the same period last year. The average amount of the assigned payment was 1,621,299 tenge.

A monthly social payment in case of loss of income in connection with the care of a child under one and a half years from the SSIF is assigned to a participant of the system from the date of birth of the child. The amount of the payment is 40% of the average monthly income from which social contributions were made to the SSIF over the past 2 years. If two or more children are born, the payment is assigned to each child separately.

For 2024, this payment was assigned to 276.8 thousand people and the monthly average payment amount was 86.758 tenge. The payment was made in the amount of 404.1 billion tenge, which is 1.4 times more than the amount in 2023.

Thus, the social protection of working citizens, due to the additional level of the compulsory social insurance system, is much higher in comparison with the non-working people.

About the assigned social payments through the DFC

In recent years, it has become popular for citizens to receive public services "without leaving home", i.e. in a proactive form.

This service is possible in case of registration of a mobile phone number in the database of mobile citizens (DMC). You can register with DMC through the web portal egov.kz .

The functioning of the information system "Digital Family Card" (DFC) allows you to identify citizens who, for various reasons, have not realized their right to public services. At the same time, the dialogue between the service provider and the service recipient takes place by exchanging SMS messages sent by the contact center 1414 to the citizen's mobile phone number, that is, in an online format.

For 2024, due to Digital Family Card, 845 citizens realized their right to social payments from the State Social Insurance Fund (795 - for loss of employment, 50 - for caring for a child under one and a half years).
