About social payments from the SSIF

In January 2024, from the State Social Insurance Fund (the SSIF) more than 700 thousand people received social payments in the amount of 75.1 billion tenge, which is an increase by 58% compared to the same period in 2023. 

The social payment in case of disability from the SSIF is assigned in addition to the state social benefit for disability, which is paid at the expense of budget funds. Payment from the SSIF is made during the period of loss of general working capacity at the extent of 30% to 100%, established by a medical and social examination, and regardless of the continuation of work. 

In January 2024, more than 85.7 thousand people received payment in the amount of 3.8 billion tenge from the SSIF, which is 31% more than in the same period of 2023. The monthly average amount of the assigned payment was 57,035 tenge.

The social payment in case of loss of a breadwinner from the State Social Insurance Fund is assigned to persons who were dependent on a participant in the compulsory social insurance system in addition to the state social benefit for loss of a breadwinner, which is paid at the expense of the budget. Payment from the SSIF is made until the dependents reach the age of 18, and in the case of full-time education up to 23 years.

In the reporting period, the specified payment from the SSIF was received by 58.7 thousand families who lost a breadwinner in the amount of 2.7 billion tenge, which is 35% more than the amount for January 2023. The monthly average amount of the assigned payment was 53,898 tenge.

The social payment in case of job loss from the SSIF is assigned to a participant in the system, regardless of the reason for his dismissal. The main condition for its appointment is his registration as an unemployed person. The registration gives the right to the participant to receive a social payment. Depending on the length of participation in the system, the payment is made from 1 to 6 months. The amount of the payment depends on the average monthly income from which social contributions were made to the SSIF for the last 2 years before registration as unemployed, the length of service in the system and the income replacement coefficient (45%)

In January 2024, the specified payment was made in the amount of 5.7 billion tenge, it was received by 79.1 thousand people, which was almost 2.4 times higher than the number of recipients in January 2023. The growth is associated with the demand among citizens for an electronic form for submitting applications for payment through the portals of "electronic government" and "Electronic Labor Exchange", as well as mobile applications of second-tier banks. The monthly average amount of the assigned payment is KZT62,372.

The social payment in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children) from the SSIF is assigned for all days of maternity leave. 

The amount of the payment depends on the average monthly income from which social contributions were made to the SSIF in the last 12 months before the date of maternity leave.

In January 2024, this one-time payment was received by 26.8 thousand expectant mothers for a total amount of 32.1 billion tenge, which is 34% more than the amount for the same period last year. The average amount of the assigned payment was 1,432,030 tenge.

A monthly social payment in case of loss of income in connection with caring for a child under one and a half years old from the State Social Insurance Fund is assigned to a participant in the compulsory social insurance system from the date of birth of the child. The amount of the payment is 40% of the average monthly income from which social contributions were made to the SSIF over the past 2 years. If two or more children are born, the payment is assigned to each child separately. 

In January 2024, this payment was assigned to 24.6 thousand people and the monthly average payment amount was 78,262 tenge. The payment was made in the amount of 30.7 billion tenge, which is almost 2 times more than the amount for January 2023.

Thus, the social protection of working citizens, due to an additional level from the compulsory social insurance system, is much higher than that of non-working people.

About the assigned social payment through the Digital Family Card

In recent years, it has become popular for citizens to receive public services "without leaving home", i.e. in a proactive form.

This service is possible in case of registration of a mobile phone number in the database of mobile citizens (DMC). You can register in DMC through the web portal egov.kz .

The functioning information system "Digital Family Card" (DFC) allows you to identify citizens who, due to various reasons, have not realized their right to public services, meanwhile the dialogue between the service provider and the service recipient goes through exchanging SMS messages sent by the contact center 1414 to the citizen's mobile phone number, that is, in online format. 

In total, in January 2024, 499 citizens realized their right to social payments from the State Social Insurance Fund within the framework of the DFC (493 for job loss, 6 for caring for a child under one and a half years old).
