As of December 1, 2023, the number of recipients of unemployment social payments from the State Social Insurance Fund (hereinafter referred to as the SSIF) amounted to 206.6 thousand people, while 186 thousand citizens were paid this year. The total amount of payments amounted to 44.5 billion tenge.
In accordance with current legislation, dismissed employees receive unemployment social payments from 1 to 6 months, depending on the length of service in the compulsory social insurance system and income for the last 24 months. The payment is made at the expense of the SSIF funds in the amount of up to 45% of the lost income.
To assign a payment to a dismissed employee, it is necessary:
- log in to the portal eGov.kz;
- in the "Employment and occupancy" section, select the "Registration of job seekers" service;
- order the service online by filling in all the fields, and send an application by signing with Electronic digital signature;
- within one day, the career center (hereinafter referred to as the CC) at the applicant's place of residence will offer vacancies;
- if a job is not found, the status of unemployed will be assigned remotely within 3 working days (if necessary, an employee of the CC will contact the applicant to collect additional information).
This online service can also be obtained through the Electronic Labor Exchange (enbek.kz ).
If there is information about registration as an unemployed person, the information system of MLSPP will send an SMS message to the mobile phone for consent to provide services for the purpose of payment from the SSIF in a proactive format. If you agree, you must reply to the SMS message. The payment will be scheduled automatically.
Just to remind that unemployment social payment at the expense of the SSIF is carried out regardless of the reasons for dismissal and is intended to support an unemployed person during the period when he is looking for a job.
In order to implement the order of the Head of the State, announced in the Address to the People of Kazakhstan dated September 1, 2022, from January 1, 2023, the replacement rate of lost income was increased from 40% to 45%. At the same time, the current procedure for assigning payments has been preserved and applies only to participants in the social insurance system who have lost their jobs and received the status of unemployed.
The increase in the amount of unemployment social payments also affected existing recipients as of January 1, 2023, which was made automatically.
As previously reported, the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan has launched a functionality for remote provision of services to employment centers through an Electronic Labor exchange.
This made it possible to simplify the procedures for registering the unemployed and obtaining public employment support services, including social payments for job loss. Now everything can be done with only the Internet, a computer and an electronic digital signature.
