At the beginning of the year, about 255.5 billion tenge was allocated from the republican budget for the payment of state social benefits (hereinafter referred to as SSB) for disability and loss of a breadwinner. In addition, social payments for disability and loss of breadwinner in the amount of about 33.5 billion tenge were made from the State Social Insurance Fund (hereinafter referred to as the SSIF).

As of June 1, 2024, the number of recipients of SSB for disability is about 541.8 thousand people, in case of loss of a breadwinner – about 198.2 thousand people.

The amount of state social benefits for disability depends on the group and cause of disability, as well as on the amount of the subsistence minimum established by the law "On the Republican Budget" for the corresponding financial year.

The amount of state social benefits in case of loss of a breadwinner depends on the number of dependents of the deceased breadwinner, the cause of death and the amount of the subsistence minimum.

In addition, participants in the compulsory social insurance system receive social payments from the State Social Insurance Fund in the event of social risks. So, as of June 1, 2024, 93.7 thousand people received social payments for disability, and about 62.8 thousand families received social payments for loss of a breadwinner.  

The amounts of payments are individual and depend on: the average monthly income from which social contributions were made to the State Social Insurance Fund over the past 2 years, disability rates, the number of dependents, length of service in the compulsory social insurance system and income replacement 

These payments are made in addition to similar benefits paid from the republican budget.

Since January 1, 2024, the amount of state social benefits for disability and loss of a breadwinner has been increased by 7% due to an increase in the subsistence level. According to the decision of the Government of the Republic of Kazakhstan, the amount of payments from the SSIF for disability and loss of a breadwinner was also increased by 7%.

So, this year, the size of the SSB for disability from a common disease is 95,496 tenge for 1 group, 76,397 tenge for 2 groups, 52,089 tenge for 3 groups.

As of June 1, 2024, the average amount of social payments for disability is 57,090 tenge, for loss of a breadwinner – 58,738 tenge.
