At the beginning of the year, about 291 billion tenge was allocated from the republican budget for the payment of state social benefits (hereinafter referred to as SSB) for disability and loss of a breadwinner. In addition to this, disability and survivors social payments in the amount of about 35.9 billion tenge were made from the State Social Insurance Fund (hereinafter referred to as the SSIF).

As of August 1, 2023, the number of recipients of SSB for disability is about 536.9 thousand people, in case of loss of a breadwinner – about 186.7 thousand people.

The amount of state social benefits for disability depends on the group and cause of disability, as well as on the amount of the subsistence minimum established by the law "On the Republican Budget" for the corresponding fiscal year.

The amount of state social benefits for the loss of a breadwinner depends on the number of dependents of the deceased breadwinner, the cause of death and the amount of the subsistence minimum.

At the same time, the amount of state social benefits for disability and loss of a breadwinner has been increased by 8.5% since January 1, 2023 due to the increase in the subsistence minimum. Since the Social Code of the Republic of Kazakhstan came into force from July 1, 2023, the size of the SSB was indexed additionally by an average of 14.5%.

So, from July 1, 2023, the size of the SSB for disability from a common disease is 89,248 tenge for 1 group, 71,398 tenge for 2 group, 48,681 tenge for 3 group.

In addition, participants in the compulsory social insurance system receive social payments from the SSIF in the event of social risks. As of August 1, 2023, 93.7 thousand people received disability social payments, and about 60.6 thousand families received survivors social payments.  

The amounts of payments are individual and depend on: the average monthly income from which social contributions were made to the SSIF for the last 2 years, the coefficients of disability, the number of dependents, the length of participation in the compulsory social insurance system and income replacement.

These payments are made in addition to similar benefits paid from the republican budget, their amounts have been increased by 8.5% since January 1, 2023 by the decision of the Government of the RK. Since the Social Code of the Republic of Kazakhstan came into force from July 1, 2023, the amount of payments has been additionally increased by 14.5%.

As of August 1 this year, the average amount of disability social payment is 44,967 tenge, survivors social payment – 49,592 tenge.
