At the end of 2021,1.1 million people received social payment in the amount of 338.8 billion tenge from the State Social Insurance Fund (hereinafter - SSIF).

Social benefits from the State Social Insurance Fund in case of disability are assigned to a participant in the compulsory social insurance system (hereinafter CSIS) upon the occurrence of a risk of loss of general ability to work in addition to the social disability benefit from the state budget. For the purpose of the payment, one can contact the unit of the Medical and Social Expertise at the initial establishment of disability. In 2021, 94.7 thousand people received the specified payment from the State Social Insurance Fund in the amount of 26.9 billion tenge.

Social benefits from the State Social Insurance Fund in case of loss of a breadwinner are assigned to the dependents of a deceased participant in the CSIS in addition to the social benefit for the loss of a breadwinner from the state budget. For the purpose of the payment, one can contact the State Enterprise "Government for Citizens" (hereinafter – GFC). In 2021, 57.7 thousand people received the specified payment from the State Social Insurance Fund in the amount of 17.7 billion tenge.

Social benefits from the State Social Insurance Fund in case of job loss are assigned to a CSIS participant who is registered as unemployed. For payment purposes, please contact:

- the State Enterprise GFC, if the person is registered as unemployed; 

- the Employment Center when registering as unemployed;

- through the web portal egov.kz if there is information about registration as unemployed;

- through the portal "job board" (enbek.kz).

The period for assigning the payment depends on the length of service in the CSIS system and is assigned from one to six months. The amount of the payment is about 40% of the average income for the last two years. In 2021, 105.7 thousand people received the specified payment from the State Social Insurance Fund in the amount of 16.2 billion tenge.

Social benefits from the State Social Insurance Fund in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children) is assigned to working women participating in the CSIS on the basis of a temporary disability certificate for pregnancy and childbirth (hereinafter - sick leave), marked by the employer.

In 2021, 225.5 thousand expectant mothers received this lump sum payment for a total of 123.6 billion tenge. Its size depends on the income from which social contributions were paid to the State Social Insurance Fund for the last 12 months, and the number of days of disability, according to the sick leave.

Also in 2021, 662.8 thousand recipients from the State Social Insurance Fund received monthly social payments in case of loss of income due to caring for a child under 1-year-old for a total of 154.5 billion tenge.

The amount of this payment is 40% of the average monthly income from which social contributions were paid to the State Social Insurance Fund for the last 2 years of work. The legislation establishes the minimum amount of payment - at the level of a similar monthly state social benefit for caring for a child under 1-year-old with an additional transfer to this amount of mandatory pension contributions (hereinafter - MPC). The maximum payment is no more than 40% of seven times the minimum wage established by the law on the republican budget for the corresponding financial year, i.e. in 2022 - 168 thousand tenge.

Of the above-mentioned social payments, with the exception of the case of loss of a breadwinner, MPC is withheld and transferred to the recipient's account in the Unified Accumulative Pension Fund.

One of the ways to assign social benefits from the State Social Insurance Fund is a proactive format - without the appeal of citizens to state bodies and organizations. In these cases, an SMS message is sent to the mobile phone of citizens regarding the processing of payments, to which consent must be given.

The proactive service is provided subject to the registration of the telephone number of the subscriber's mobile device of the service recipient on the e-Government Portal (egov.kz), obtaining information from information systems on the occurrence of social risk, the availability of social contributions received by the State Social Insurance Fund for the last 24 months, and for pregnancy and childbirth for the last 12 months, as well as bank account numbers.

Also, after receiving a birth certificate of a child, with an electronic digital signature, one can apply for a payment for caring for a child up to 1-year-old through egov.kz.

At the same time, traditional methods of applying through the State Enterprise at the place of residence also work for those who are comfortable submitting documents in paper form.
