Since the beginning of the year, about 479 billion tenge has been allocated from the republican budget for the payment of state social benefits (hereinafter referred to as SSB) for disability and loss of breadwinner. In addition, social payments for disability and loss of breadwinner in the amount of about 59.4 billion tenge were made from the State Social Insurance Fund (hereinafter referred to as the SSIF).

As of December 1, 2023, the number of recipients of SSB for disability is about 535.4 thousand people, in case of loss of breadwinner – about 187.4 thousand people.

The amount of state social benefits for disability depends on the group and cause of disability, as well as on the amount of the subsistence minimum established by the law "On the Republican Budget" for the corresponding financial year.

The amount of state social benefits in case of loss of a breadwinner depends on the number of dependents of the deceased (deceased) breadwinner, the cause of death and the amount of the subsistence minimum.

At the same time, the amount of state social benefits for disability and loss of breadwinner has been increased by 8.5% since January 1, 2023 due to an increase in the cost of living, and since July 1, 2023, they have been indexed additionally by an average of 14.5%

So, from July 1, 2023, the size of the SSB for disability from a common disease is 89,248 tenge for 1 group, 71,398 tenge for 2 groups, and 48,681 tenge for 3 groups.

In addition, participants in the compulsory social insurance system receive social payments from the State Social Insurance Fund in the event of social risks. Thus, according to the results of 11 months, 98.8 thousand people received social payments for disability, and about 63.4 thousand families received social payments for loss of breadwinner.  

The amounts of payments are individual and depend on: the average monthly income from which social contributions were made to the State Social Insurance Fund over the past 2 years, disability rates, the number of dependents, length of service in the compulsory social insurance system and income replacement. 

These payments are made in addition to similar benefits paid from the republican budget, their amounts have also been increased by 8.5% since January 1, 2023, by decision of the Government of the Republic of Kazakhstan.

As of December 1, the average amount of social payments for disability is 46,681 tenge, for loss of breadwinner – 51,663 tenge.
