The system of compulsory social insurance involves about 6.6 million working citizens and more than 1.1 million people receive social benefits during the year. This was reported at a briefing at the Central Communications Service by the General Director of JSC "State Social Insurance Fund" (hereinafter - the Fund) Nursulu Kemel.
Speaking about the benefits of the compulsory social insurance system for Kazakhstanis, the speaker noted that it had been introduced since 2005 as an additional level of social protection for working citizens in the event of social risks. The financial resources of the compulsory social insurance system are formed from social contributions paid by employers for employees, as well as by individual entrepreneurs and private practitioners for themselves.
Compulsory social insurance is based on the principles of solidarity, since social contributions are paid for all working citizens, and payments can only be received by those who have a social risk in cases of disability, loss of a breadwinner, loss of work, loss of income due to pregnancy and childbirth, and also caring for a child under 1 year old.
«The advantage of working citizens is that they are entitled to additional social support in the event of social risks in the form of payments from the Fund. So, for example, social benefits for disability or loss of a breadwinner from the Fund are made in addition to similar state benefits from the budget for disability or loss of a breadwinner,” Nursulu Kemel said.
She also added that the benefits for disability is carried out for the period of establishing the degree of loss of general ability to work from 30% to 100% by the medical and social examination and is made regardless of the continuation of labor activity. In 2021, about 94.7 thousand people received the specified benefit.
Social benefit in case of loss of a breadwinner is carried out until the dependents reach the age of 18 years, and in the case of full-time education - up to 23 years. In 2021, about 57.7 thousand families who lost their breadwinner received the specified benefit.
At the same time, in order to ensure purchasing power, the amounts of benefits for disability and loss of a breadwinner are increased annually. Thus, in 2022, the amount of these payments increased by 9% compared to the level of the previous year (from January 1 - by 5%, from April 1 - by 4%).
Social benefit in case of job loss from the Fund is assigned regardless of the reasons for dismissal. The benefit is assigned from 1 to 6 months, depending on the length of participation in the system of compulsory social insurance. In 2021, about 105.7 thousand people received the specified benefit.
In order to protect the interests of working women, social insurance for motherhood and childhood has been introduced since 2008. So, social benefits in case of loss of income due to pregnancy and childbirth, adoption (adoption) of a newborn child (children) is assigned to all days of maternity leave. In 2021, about 205,000 people were assigned maternity benefits.
Monthly social benefit in case of loss of income in connection with caring for a child under 1 year old from the Fund is assigned from the date of birth of the child. The amount of the benefit is 40% of the average monthly income for the last 2 years. When two or more children are born, the payment is assigned to each child separately. In 2021, this benefit was assigned to about 385 thousand people.
"Successful automation of the processes of assignment of social benefits allows today to render composite services according to the "one window" principle. So, it is possible to apply for disability benefit through medical and social expertise at the initial determination of the degree of disability, for job loss payment - when registering as unemployed through the portal egov.kz or employment center, electronic labor exchange enbek.kz, for pregnancy and childbirth payment through egov.kz, for child care payment up to 1 year through egov.kz or mobile applications of second level banks", - noted Nursulu Kemel.
According to her, a proactive format for the provision of services for receiving social payments from the Fund is being actively introduced, for this it is enough for a citizen to respond to an SMS message.
If there is information about the recipient in information systems, he can apply for benefuts online without leaving home and without confirming paper documents. So, in the first half of 2022, the share of electronic public services provided by the Fund amounted to 47%.
“An important factor in compulsory social insurance is official employment or registration of activities, since the amount of benefits directly depends on the income from which social contributions were received by the Fund. In this regard, before applying for benefit, we recommend checking the correctness and timeliness of receipt of social contributions to the Fund through the e-government portal egov.kz or through the CSC or the Fund's branch,” Nursulu Kemel concluded.
