For 11 months of 2023, about 1.2 million people received social payments from the State Social Insurance Fund (hereinafter – the SSIF) in the amount of 682.6 billion tenge, which is 72% more than in the same period of 2022.
The social payment in case of disability is assigned in addition to the state social benefit for disability, which is paid at the expense of budgetary funds. Payment from the SSIF is made during the period of loss of general working capacity to the extent of 30% to 100%, established by a medical and social examination, and regardless of the continuation of work.
As of December 1, 2023, about 99 thousand people received disability payments in the amount of 35.1 billion tenge, which is 26% more compared to the same period in 2022. The average amount of the assigned payment was 46,681 tenge.
The social payment in case of loss of a breadwinner is assigned to persons who were dependent on a participant in the compulsory social insurance system, in addition to the state social benefit for loss of a breadwinner, which is paid at the expense of the budget. Payment from the SSIF is made until the dependents reach the age of 18, and in the case of full-time education up to 23 years.
For 11 months of this year, 63.4 thousand families who lost a breadwinner received this payment in the amount of 24.3 billion tenge, which is 25% more than the amount for the same period last year. The average amount of the assigned payment was 51,663 tenge.
A social payment in case of job loss is assigned to a participant in the compulsory social insurance system, regardless of the reason for his dismissal. The main condition for her appointment is his registration as an unemployed person. It is with registration that a participant acquires the right to receive a social payment. Depending on the length of service in the system, the payment is made from 1 to 6 months. The amount of the payment depends on the average monthly income from which social contributions were made to the SSIF for the last 2 years before registration as unemployed, the length of service in the system and the income replacement coefficient, which was increased from 40% to 45% on January 1, 2023.
For 11 months of this year, the specified payment was made in the amount of 44.5 billion tenge, 206.6 thousand people received it, which is almost 2 times higher than the number of recipients for the same period in 2022. The growth is associated with the introduction of a Digital Family Card from September 1 last year, within which payment for job loss is provided proactively, it is enough only to confirm consent to the appointment of payments, as well as with the demand for citizens of an electronic form for submitting applications for payment through the E-Government portal, the Electronic Labor Exchange portal and mobile applications of banks of the second level. The average amount of the assigned payment is about 59 thousand tenge.
Social payment in case of loss of income in connection with pregnancy and childbirth, adoption of a newborn child (children) is assigned for all days of maternity leave. The amount of the payment depends on the average monthly income from which social contributions were made to the SSIF in the last 12 months before the date of maternity leave and the number of days of disability.
As of December 1, 2023, 269.7 thousand people received this lump sum payment for a total amount of 323 billion tenge, which is almost 2 times more than the amount compared to the same period last year. The average amount of the assigned payment was 1,236,567 tenge.
A monthly social payment in case of loss of income in connection with caring for a child under one and a half years old is assigned to a participant in the compulsory social insurance system from the date of birth of the child. The amount of the payment is 40% of the average monthly income from which social contributions were made to the SSIF over the past 2 years. If two or more children are born, the payment is assigned to each child separately.
From January to November 2023, this payment was assigned to 289.4 thousand people and the monthly average payment amount was 68,328 tenge. The payment was made in the amount of 255.7 billion tenge, which is an increase of 63% compared to the same period in 2022. The increase in this payment is associated with an increase in the payment period from January 2023 from one year to one and a half years.
