Since the beginning of 2024, 807 citizens have exercised their right to social benefits from the State Social Insurance Fund (hereinafter referred to as the SSIF) through the Digital Family Card, giving their consent via SMS. Of these, 775 people received unemployment benefits, and 32 received childcare benefits for children under the age of one and a half.
The Digital Family Card (hereinafter referred to as the DFC) serves as a daily "electronic notifier" for citizens, informing them of their rights to various types of guaranteed state support, depending on their social status.
Currently, the DFC provides Kazakhstanis who are participants in the social insurance system with the opportunity to apply for three types of social benefits from the SSIF without any applications: in case of loss working capacity, in case of job loss, and for the loss of a breadwinner.
When eligibility for state support measures is established, an SMS notification is sent to the potential recipient from the unified contact center 1414. The citizen who receives the SMS must respond with consent. The application processing and the assignment of the social benefit will be carried out automatically, followed by the transfer of funds to the recipient's bank account.
The provision of services for assigning social benefits in a proactive format is possible if the recipient's mobile phone number is registered in the mobile citizen database, which can be done through the egov.kz portal.
In 2023, using the DFC, social benefits from the SSIF were assigned to 17,270 citizens.
Overall, social benefits from the SSIF covered about 1.3 million Kazakhstanis last year, amounting to 750.7 billion tenge.
