According to the results of the first quarter of 2024, about 840 thousand Kazakhstanis received social payments in the amount of 215.2 billion tenge from the State Social Insurance Fund (hereinafter referred to as the SSIF).
Social benefits in case of loss of ability to work are assigned to participants in the compulsory social insurance system in addition to the state social disability benefit, which is paid from budgetary funds. Payment from the State Social Insurance Fund is carried out during the period of loss of general ability to work to a degree from 30% to 100%, established by a medical and social examination, and regardless of the continuation of work.
As of April 1, 2024, more than 90 thousand people received this payment in the amount of 11.5 billion tenge, which is 31% more than the same period in 2023. The monthly average amount of the assigned payment was 57,346 tenge.
Social benefits in the event of the loss of a breadwinner are assigned to persons who were dependent on a participant in the compulsory social insurance system, in addition to the state social benefit for the loss of a breadwinner, which is paid from the budget. Payment from the SFSS is carried out until dependents reach 18 years of age, and in the case of full-time education - up to 23 years of age.
In the reporting period, 61.2 thousand families who lost their breadwinner received this payment in the amount of 8.6 billion tenge, which is an increase of 39% compared to the same period in 2023. The monthly average amount of the assigned payment was 58,543 tenge.
Social benefits in case of job loss from the State Social Insurance Fund are assigned to a participant in the social insurance system, regardless of the reason for his dismissal. The main condition is registration as unemployed. The size of the payment depends on the average monthly income from which social contributions were made to the SFSS over the last 2 years before registering as unemployed, the length of participation in the system and the income replacement rate (45%).
For 3 months of 2024, the specified payment was made in the amount of 18.3 billion tenge, it was received by 122.6 thousand people, which is almost 2 times the number of recipients in the first quarter of 2023. The growth is associated with the demand among citizens for the electronic form of submitting requests for payment through the portals of the Electronic Government and the Electronic Labor Exchange, as well as mobile applications of second-tier banks. The monthly average amount of the assigned payment is 65,402 tenge.
Social benefits in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children) are assigned for all days of maternity leave. The size of the payment depends on the average monthly income from which social contributions were made to the State Social Insurance Fund for the last 12 months before the date of maternity leave and the number of days of incapacity for work.
As of April 1, 2024, 65.8 thousand expectant mothers received this one-time payment for a total amount of 81.9 billion tenge, which is 19% more than the same period last year. The average amount of the assigned payment was 1,460,282 tenge.
A monthly social payment in case of loss of income due to caring for a child under one and a half years old is assigned to a participant in the social insurance system from the date of birth of the child. The payment amount is 40% of the average monthly income from which social contributions were made to the SFSS over the past 2 years. When two or more children are born, the payment is assigned to each child separately.
For 3 months of 2024, this payment was assigned to 67 thousand people, its monthly average amount was 79,106 tenge. The payment was made in the amount of 94.9 billion tenge, which is almost 1.8 times more than for the same period in 2023.
Thus, the social protection of working citizens participating in the compulsory social insurance system is much higher than that of non-working citizens.
