In 2024, state benefits and payments from the State Social Insurance Fund (SSIF) for childbirth and childcare until the child reaches 1.5 years old covered 504.4 thousand people, totaling 895.3 billion tenge.

In 2024, 378.1 thousand people received childbirth benefits from the republican budget amounting to 64 billion tenge. These benefits are available to citizens permanently residing in Kazakhstan, kandas, as well as foreigners who have children born, adopted, or placed under guardianship.

Individuals (or families) who have children born alive, adopted, or placed under guardianship, including stepchildren not accounted for in another parent's family, are entitled to childcare benefits in cases where the caregiver is not a participant in the mandatory social insurance system. During the reporting period, 126.3 thousand people received childcare benefits until the child reached 1.5 years of age, amounting to 41.6 billion tenge.

The amounts of state benefits for childbirth and childcare are determined based on the Monthly Calculation Index (MCI) approved for the respective fiscal year by the law on the republican budget. Starting from 2025, the amounts of state benefits have been indexed by 6.5%.

Childbirth allowance amounts to:

• For the first, second, and third child – 38 MCI or 149,416 tenge;

• For the fourth and subsequent children – 63 MCI or 247,716 tenge.

The child care allowance, paid monthly until the child reaches 1.5 years of age, is as follows:

  • • For the first child – 5.76 MCI or 22,648 tenge;
  • • For the second child – 6.81 MCI or 26,777 tenge;
  • • For the third child – 7.85 MCI or 30,866 tenge;
  • • For the fourth and subsequent children – 8.90 MCI or 34,995 tenge.

In addition, employed citizens are entitled to a social benefit from the State Social Insurance Fund (SSIF) for all days of maternity leave due to pregnancy, childbirth, or adoption of a newborn child (or children). The amount of the benefit depends on the average monthly income, from which social contributions were made to the SSIF in the 12 months preceding the start of maternity leave, and the number of days of incapacity.

In 2024, this one-time payment was received by 245.7 thousand people, amounting to a total of 385.6 billion tenge, which is 11% more than in 2023. The average benefit amount was 1,621,299 tenge.

Additionally, from the date of the child's birth, a monthly social payment from the SSIF is provided to participants of the social insurance system in case of income loss due to child care until the child reaches 1.5 years of age. The payment amounts to 40% of the average monthly income, from which social contributions were made to the SSIF in the last 2 years. In cases of the birth of two or more children, the payment is made for each child separately.

In 2024, this benefit was provided to 276.8 thousand people, with an average monthly payment of 86,758 tenge. A total of 404.1 billion tenge was paid out, which is 1.4 times higher than the amount paid in 2023.
