Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Svetlana Zhakupova held a meeting of the board of the Department on the results of work for 9 months of 2023. During the event, the issues of implementing the instructions of the Head of State, ensuring employment of the population, social protection of persons with disabilities were considered, the results of the activities of the Labor and Social Protection Committee (hereinafter – LSPC) were summed up and the Migration Committee (hereinafter referred to as the MC). Following the results of the board, the Minister gave a number of instructions.
The meeting was attended by vice-Ministers of Labor and Social Protection of the population, chairmen, deputy chairmen of LSPC and KM, directors of departments of the Ministry of Health of the Republic of Kazakhstan, directors of territorial departments of LSPC, heads of departments for the coordination of employment and social programs (hereinafter – DCESP) of the regions, Astana, Almaty, Shymkent, heads of subordinate organizations.
Vice-Minister Olzhas Ordabayev reported on the implementation of measures to ensure employment of the population at the board.
"At the beginning of this year, akims approved 20 regional employment maps, which provide for specific measures to ensure employment within the framework of national projects, the initiative of the Head of State "100 new jobs for every 10 thousand people", state-subsidized jobs, vacancies provided by employers, labor mobility of the population.
Within the framework of regional employment maps for the current year, measures are envisaged to ensure the employment of more than 947 thousand citizens. According to the results of 9 months, 734 thousand people were employed, which is 77% of the annual figure. Among them, the share of young people reaches 50%. Pension contributions are currently being transferred for 76% of the employed citizens, which confirms their work on a permanent basis," the Vice Minister said.
He also said that as part of the implementation of the instruction of the Head of State, work is underway on micro-crediting of young people. To date, 4,734 micro-loans have been issued for a total amount of 21.3 billion tenge.
In addition, 418 business projects are under consideration by regional commissions and 637 applications are under consideration by regional branches of the Agro-Credit Corporation.
"The next direction of active measures to promote employment is the provision of state grants. Within the first two streams, 5,316 citizens from vulnerable groups have already received grants. It should be noted that in the republic as a whole, the majority of grantees from large families are 2,899 grants, 1,038 people from among persons with disabilities, 631 people caring for a child with disabilities, 365 people are recipients of targeted social assistance.2,062 people received grants for the purchase of technological equipment, 1,568 people – for the purchase of cattle and small cattle, 957 people – for the purchase of tools," Olzhas Ordabayev said.
The Director General of JSC "State Social Insurance Fund" (hereinafter – the State Social Insurance Fund), Nursulu Kemel, told about the main indicators of the compulsory social insurance system.
"As of October 1, 2023, about 6.6 million working citizens are covered by the compulsory social insurance system. Social payments from the State Social Insurance Fund for 5 types of social risks were made to more than 1 million recipients in the amount of 543 billion tenge.
Since July 1 of this year, within the framework of the Social Code, the term for the provision of public services in electronic form has been reduced to 4 working days. In the reporting period, the share of electronic services for the purpose of social payments reached the level of 57%," she said.
Vice–Minister Nazgul Sagindykova informed about the social protection of persons with disabilities (hereinafter - PWD) and measures to implement the instructions of the Head of State.
"Since July 1 of this year, the Social Code has come into effect. It provides for new approaches in the system of social protection of persons with disabilities.
The second is the opening of an Innovative factory of technical means of rehabilitation (hereinafter – TMR). In order to provide PWD with high-tech means of rehabilitation, it is planned to revise the TMR classifier.
The third is the development of an Inclusive Policy Concept, which will be an important step for the integration of persons with disabilities into society and support their active participation in economic development. The fourth is the introduction of a mechanism for mandatory compensation payments by employers if they do not fulfill quotas for the employment of PWD. This will contribute to the creation of equal opportunities in the labor market.
The fifth is the monetization of invataxi services, as well as certain types of TMR. At the moment, the MLSPPis collecting proposals and determining the need and mechanism for monetization of orthopedic shoes.The sixth is the introduction of an integrated model of providing social services and social assistance to families in difficult life situations.
Deputy Chairman of the LSPC Korlan Tyulyubayeva reported on the work done by the territorial departments on the appointment of pensions and allowances, medical and social expertise, implementation of individual habilitation and rehabilitation programs, protection of the rights of PWD, quality checks of adaptation of social facilities for people with special needs.
"757 thousand people have already been employed, half of whom are young people. The planned targets should be achieved by the end of the year. At the same time, it is necessary to pay attention to the creation of permanent jobs.
To provide opportunities for the development of the entrepreneurial potential of young people, preferential micro-loans have been launched. More than 4.7 thousand micro-loans have already been issued. But in some regions there is a risk of non-fulfillment, work in this direction needs to be strengthened.
Please note that the proof of employment is the presence of electronic employment contracts and mandatory pension contributions. First of all, your work will be evaluated by ensuring these conditions," Svetlana Zhakupova said.
The Minister also focused the attention of the heads of the DCESP on strengthening work to improve the quality of life of PWD.
"The issue of access of persons with disabilities to facilities has not been off the Ministry's agenda for more than one year.

There are a couple of months left until the end of the year, we need to make up for what was not done during the spring and summer period.
The territorial departments of the LSPC also need to strengthen the work on post–control of the adaptation of facilities carried out by local executive bodies," Svetlana Zhakupova stressed.
She added that in order to increase the responsibility of suppliers by the norms of the Social Code, the role of regional commissions on the Portal of Social Services has been strengthened. Now it is the direct responsibility of the members of the commissions to consider the complaints of the PWD on late delivery and the quality of the TMR and services provided on the Portal. If the identified violations are not eliminated within the prescribed period, the commission decides to remove the supplier from the Portal.
"However, complaints of persons with disabilities about substandard goods and the provision of inappropriate services, especially in sanatorium-resort organizations, continue to be received by the Ministry and the LSPC. This indicates a lack of control and self-exclusion from solving problematic issues on the part of the commission members. Therefore, the DCESP should, together with the regional commissions, monitor on an ongoing basis the registered suppliers on the Social Services Portal for the availability of certificates of conformity for the goods and services supplied," the minister said.
The head of the Ministry of Health noted the low activity of regional coordinating councils in the field of social protection of persons with disabilities, established under local executive bodies. Svetlana Zhakupova stressed that PWD issues should be considered at these sites with the involvement of NGOs, and the recommendations developed should be sent to the Republican Coordinating Council.
In addition, the Minister instructed the MC to provide a detailed study of business processes for the support and support of families of Kandas and displaced persons. Akimats of Akmola, East Kazakhstan, North Kazakhstan, Kostanay and Abai regions need to take the necessary measures to open adaptation and integration centers by December this year.
"The Migration Committee needs to conduct comprehensive work with akimats of East Kazakhstan, North Kazakhstan, Pavlodar, Kostanay and Akmola regions to open centers training for employment of citizens abroad.
It is necessary to conduct an appropriate analysis of the labor market, to form proposals for the professions in demand, for which it is necessary to attract qualified foreign specialists to Kazakhstan," Svetlana Zhakupova summed up.
