As of June 1, 2023, the number of recipients of social benefits in case of unemployment from the State Social Insurance Fund (hereinafter - SSIF) amounted to 94.4 thousand people, while 81.7 thousand citizens were appointed a benefit this year.

In accordance with the current legislation, dismissed workers receive social benefits for job loss from 1 to 6 months, depending on the length of participation in the compulsory social insurance system and income for the last 24 months. The benefit is paid at the expense of SSSF in the amount of up to 45% of the lost income.

Для назначения выплаты уволенному работнику необходимо:

- authorize on the portal eGov.kz;

- select the service "Registration of job seekers" in the section "Employment and Labor";

- order the service online, filling in all the fields, and send the application by signing it with EDS;

- within one day the employment center (hereinafter - the Employment Center) at the place of residence of the applicant will offer vacancies;

- if no job is found, the applicant will be assigned the status of an unemployed person remotely within 3 working days (if necessary, an employee of the Employment Center will contact the applicant to collect additional information).

This service can also be obtained online through the Electronic Labor Exchange (enbek.kz).

If the information on registration as unemployed is available, the MLSPP information system will send an SMS message to your cell phone in a proactive format to agree to the provision of the service for the assignment of benefits from the Social Insurance Fund. If you agree, respond to the SMS-message. The benefit will be assigned automatically.

Recall, social benefit in case of job loss at the expense of SSIF is carried out regardless of the reasons for layoff and is designed to support the unemployed person during the period when he is looking for work.

In order to implement the instruction of the Head of State, announced in the Address to the Nation from September 1, 2022, from January 1, 2023 the lost income replacement rate was increased from 40% to 45%. At the same time, the current order of assignment of benefit is preserved and applies only to participants of the social insurance system who have lost their jobs and received the status of the unemployed.

The increase in the amount of social benefits for loss of employment also affected current recipients as of January 1, 2023, which was made automatically.

As previously reported, the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan launched a functional for the remote provision of services of employment centers through the Electronic Labor Exchange.

This made it possible to simplify the procedures for registering the unemployed and receiving state employment support services, including social payments for job loss. Now everything can be done with just the Internet, a computer, and an electronic digital signature.
