Since the entry into force of the Social Code of the Republic of Kazakhstan, measures to support people with disabilities have been significantly strengthened: the amount of benefits and payments from the State Social Insurance Fund have been increased, small-capacity houses have begun to open to provide special social services to children with special needs, provision of special means and rehabilitation services has been expanded.
Today, about 719 thousand people with disabilities (hereinafter referred to as PWD) live in Kazakhstan, which is almost 3.6% of the total population. Including more than 422 thousand people – persons of working age, 189.8 thousand – of retirement age, 106.9 thousand – children under 18.
The State consistently takes systematic measures to improve the quality of people's life with special needs and their social integration into society.
Since July 1 of this year, the Social Code of RK has come into force, which provides strengthening measures of social support for PWD in various areas.
First– the amount of benefits paid to persons with disabilities has been additionally increased by 14.5%; to persons caring after PWD of group I; to a mother or father, an adoptive parent (adopter), a guardian (trustee) raising a child with a disability (children with disabilities). Taking into account the increase in the amount of benefits at the beginning of the year by 8.5%, in annual terms, the amount of payments increased by 23%.
Also, the amount of disability social payments, paid from the State Social Insurance Fund, has been increased by 14.5%.
Secondly, the standards of special social services (hereinafter referred to as SSS) will be revised and from 2025 a per capita standard will be introduced in the form of separate standards for services and marginal prices for compensatory technical means.
These changes, on the one hand, will lead to further monetization of certain types of activities or goods, on the other hand, the broad involvement of the private sector will ensure the availability of SSS, especially in rural settlements.
Since July 1 of this year, the implementation of new approaches has begun in the form of a pilot project to provide SSS for children in small–capacity homes (hereinafter - SCH). The implementation of the project began in 7 regions of the country (Akmola, West Kazakhstan, Karaganda and Turkestan regions, as well as Astana, Almaty and Shymkent cities).
Currently, SCH is successfully operating in the cities of Karaganda, Kokshetau, Shymkent and Astana. About 80 children with disabilities receive there services.
Third, since July 1 of this year, the implementation of a pilot project for the provision of resort treatment services for children with mental disorders in the presence of concomitant diseases has begun, according to the conclusion of the medical advisory commission.
As of September 1 this year, 90 children with mental disorders have been recommended for resort treatment, while 5 of them have already been able to use their right.
Fourth, from July 1 of this year, the rate of diapers issued has been increased to 1,460 pieces per year (at the rate of 4 pieces per day) and provided the provision of disposable lubricated catheters for persons with disabilities diagnosed with Spina bifida.
As of September 1 of this year, 67% of PWD were provided with the necessary number of diapers, 23 people applied for the purchase of lubricated catheters.
In addition, the Social Code of RK provide the involvement of family members in the provision of services to a person with a disability. Relatives of PWD can be registered as individual assistants with appropriate wages and social contributions.
Along with this, the commissions on the Social Services Portal (hereinafter referred to as the SSP) under local executive bodies are entitled to make a decision on removing a supplier from the SSP and including it in the list of unscrupulous suppliers in case of providing with low–quality services or goods.
