On September 21, 2017, the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan, together with the State Social Insurance Fund (SSIF), held a Republican seminar on the topic: "Social contributions - ensuring adequate social payments to the employed population."

The workshop was attended by experts from member countries of the International Social Security Association and the International Association of Pension and Social Funds, representatives of the Parliament and the Government of the Republic of Kazakhstan, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, JSC "Unified Accumulative Pension Fund", NJSC "Social Medical Insurance Fund ”, local executive bodies, leading specialists of interested state structures of the EurAsEC countries.

According to Vice Minister of Labor and Social Protection Svetlana Zhakupova:

“As part of the third modernization, there is a deepening of reforms in the social sphere. We have completed creation of a multi-tier pension system and built a sustainable social insurance system. To strengthen the social security system, starting from 2018, targeted social assistance of a new format will be introduced in Kazakhstan, and further reform plans are described in the Concept for Modernizing the Social Services System, which we will present tomorrow at the Forum of Social Workers.

Today, within the framework of the Seminar, we are considering the development of the social insurance system, taking into account the safety of working conditions, demographic and other factors. Our main task is to create such a model of social insurance, in which the social security of the population will adequately compensate for the lost income.”

The Secretary General of the International Social Insurance Association Hans-Horst Konkolevsky in his welcoming speech noted the ambition of Kazakhstani specialists to offer the most optimal model for the further development of the social system and congratulated Kazakhstan on chairmanship position in the International Association of Pension and Social Funds:

“This year, Kazakhstan deservedly headed the IAPSF, our partner organization that unites the social insurance funds of the CIS countries.

 I am particularly pleased that the leadership of the Ministry of Labor and Social Protection of Kazakhstan is trying to take into account the experience of other countries when forming a strategy for social system development. This is a progressive and modern approach that needs to be supported, because social protection is a complex mechanism that requires flexibility in modern conditions. A clear understanding of public needs to consider risk changes, people's perceptions and leads to greater accountability. As far as I know, the issue of modernization of all spheres, including public consciousness, is being actively promoted in Kazakhstan. This is right, considering challenges of the 21st century.”

Within the framework of the seminar, issues of improving the social security system, taking into account observance of the insurance principles and social justice, the implementation of new approaches to expand the population with compulsory social insurance and factors of interaction between state revenue bodies with organizations of compulsory social and medical insurance, as well as pensions on issues of social contribution payment, insurance contributions and mandatory pension contributions.
