What should a Kazakhstani do who has become unemployed on his own or at the initiative of his employer? Moreover, if there is no suitable vacancy, and a person would not like to accept any available job. There is a way out: while you are looking for a new job, you can receive a job loss benfit. Along with other social payments from JSC "State Social Insurance Fund" (GFSS) Kazakhstanis receive a social security payment in case of job loss.

– Marat Amangeldievich, who can receive job loss benefits?
– A social payment in case of job loss from the State Social Insurance Fund is assigned to a participant in the system, regardless of the reason for his dismissal. The main condition for the appointment is the registration of a participant in the system as unemployed in accordance with Article 99 of the Social Code of the Republic of Kazakhstan.
It is also mandatory to make social contributions to the State Social Insurance Fund for at least 6 months, as well as the availability of received social contributions to the State Social Insurance Fund for the last 24 calendar months (regardless of whether there were breaks in social contributions during this period), preceding the month of registration as unemployed.
Thus, only the participants of the system, for whom social contributions were made to the State Social Insurance Fund, can apply for social payments.
– Where to apply?
– To register as unemployed, a system participant submits an application for registration of a job seeker through the e-government portal egov.kz or Career centerat the place of residence.

To do this, you need to:
- Create a personal account on the Electronic Labor Exchange (enbek.kz )
select service"Register as a LIR"
fill in personal information, information on education, work and skills
sign an EDS application for registration as a LIR.
Registration as a job seeker is carried out automatically by the Electronic Labor Exchange.
Within three working days from the date of registration, the Electronic Labor Exchange will assist in finding employment by automatically selecting suitable jobs with notification of this. At the same time, the employment center will also look for the right job for you.
As a job seeker, you will need to:
- show interest in finding a job;
- respond to vacancies on еnbek.kz;
- attend interviews scheduled by the employer.
If you do not find a job within three working days, the Electronic Labor Exchange will automatically register you as an unemployed person.
– What to do if it is not possible to register on egov portals.kz and enbek.kz ?
If it is not possible to register as unemployed on the Electronic Labor Exchange or the e-government portal, you can contact the Career Center at your place of residence.enbek.kz egov.kz

– How the amount of the benefit and the payment period is calculated?
– According to Article 118 of the Social Code of the Republic of Kazakhstan, the amount of social payments is determined by multiplying the average monthly income by the corresponding income replacement rate and length of participation in the system.
At the same time, the average monthly income is determined by dividing the amount of income from which social contributions were made to the State Social Insurance Fund for the last 24 calendar months preceding the month of registration as unemployed by 24. The income replacement rate for all participants is 45%.
The amount of the benefit is determined by each participant of the system individually and depends on the average monthly income for the last 2 years and the length of participation in the system.
The social payment is assigned:
– for 1 month – if the length of participation in the system from 6 to 12 months;
– for 2 months – if the length of participation in the system from 12 to 24 months;
– for 3 months – if the length of participation in the system from 24 to 36 months;
– for 4 months – if the length of participation in the system from 36 to 48 months;
– for 5 months – if the length of participation in the system from 48 to 60 months;
– for 6 months – if the length of participation in the system from 60 and more months;
– If the recipient of the benefit has found a job, how and which government agency should the recipient inform about it?
– According to paragraph 4 of Article 99 of the Social Code of the Republic of Kazakhstan, unemployed persons are required to submit information about employment to the Career Center within 5 working days.
Also, during the period of receiving social security payments in case of job loss , the recipient is obliged within 10 working days to inform the branch of the Government for Citizens State Corporation about the circumstances that may serve as a basis for termination of payment.
According to information received from information systems, social payments are terminated on the first day of the month following the month when a participant in the system is removed from the list of registered as unemployed by the Career Center.
– If a person has found a job during the period of receiving job loss benefits, but has not completed the probation period after 3 months, can he apply for benefits again?
– Yes, but the social payment for subsequent appeal is assigned based on the fact that for each month of the previously received payment, 12 months are deducted from the total length of participation in the compulsory social insurance system. For example, if a participant in the system previously received a payment within 6 months, then 72 months (6*12 months) will be deducted from his total length of participation upon repeated application.
In this regard, if you have at least 6 months of experience in the system and have registered a participant in the system as unemployed, you can apply for another social security payment.
