The event was attended by members of the Parliament, representatives of international and non-governmental organizations, public opinion leaders, public figures, business representatives, heads of state bodies and social funds of the country.
The experts discussed issues of informal employment, the introduction of a single aggregate payment, the classification of the employed population, and the improvement of statistical accounting.
To date, a draft law has been developed on the formalization of employment of the population, which provides for a set of tax and administrative-legal measures. The Draft Law provides for the simplification of registration and relief of the tax burden through the introduction of a unified cumulative payment (hereinafter - UCP). The UCP will allow individuals engaged in activities for the purpose of earning money and (or) generating income to notify the state of their activities and become participants in social and health insurance.
For UCP payers, lower rates for tax and social payments will be determined than in the general regime. The size of the UCP will be fixed, which means that there will be no need to independently calculate the amount of contributions to various social funds.
Also, the Draft Law provides for measures to determine a clear classification of the employed population in order to timely identify the feasibility and determine measures of state social support.
