Employees of JSC "State Social Insurance Fund", from May 28 to 30, 2017, took part in a seminar on "Improving the system of social assistance and social support". The seminar was organized by the World Bank, as part of the Economic Research Program for 2017.

The seminar was attended by employees of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan, the territorial departments of the Committee of labor, social protection and migration of the Ministry of Labor and Social Protection of Population of the Republic of Kazakhstan, regional employment centers, cities of Astana and Almaty departments of coordination of employment and social programs, JSC "Unified Accumulative Pension Fund”, NJSC “State Corporation “Government for Citizens”, JSC "Center for the development of labor resources", representatives of the World bank.

At the seminar were discussed the implementation of the project "Orleu" in the regions, the new mechanism of conditional cash assistance through employment centers, the concept of outreach work on the project "Orleu" and the implementation of a new format of targeted social assistance since 2018.

Currently, the project "Orleu" is being implemented as part of the modernization of the social assistance system, the basis of which is the improvement of targeted social assistance through the conclusion of a social contract with the condition of mandatory participation of low-income able-bodied citizens in active measures to promote employment.

From January 1, 2018 targeted social assistance of the new format is planned to be paid to families with incomes below 50% of the subsistence minimum (today - 40%) per family member, with the condition of mandatory participation of able-bodied family members in active employment assistance measures, instead of the current special state benefits to large families, state benefits for children under 18 years old and targeted social assistance (old format).

Within the work of session part of the seminar "Gradual modernization of the pension system of the Republic of Kazakhstan" the President of JSC "SSIF" S.S. Dyusenova made a report on "Widening of coverage of the population with compulsory social insurance".

Having acquainted participants of the seminar with the activity of JSC "SSIF" on expansion of population coverage by mandatory social insurance system, she noted that increase of population awareness about acting system of mandatory social insurance, increase of level of participation of employed population in the system, increase of number of the social payments receivers are main aims of activity of JSC "SSIF".

During the Seminar, the specialists of JSC "SSIF" exchanged experience and discussed issues of joint activities on social issues with employees of structures participating in the Seminar.
