
On August 29, 2023, the Central Communications Service under the President of RK hosted a round table "Improving the quality of life, forming a new social contract between the state, business and citizens", where the Director General of JSC "SSIF" Nursulu Kemel took part as a speaker.
In her speech, N. Kemel noted innovations in the compulsory social insurance system since the entry into force of the Social Code of RK.
The category of persons subject to compulsory social insurance has been expanded. So, from July 1, 2023, individual assistants who accompany persons with disabilities of group 1 who have difficulty in moving, and from January 1, 2025, individuals who receive income under civil contracts will participate in the system and will be able to receive social payments in the event of social risks.
An important change, from January 1, 2023, was the increase in the duration of social payments for child care from one year to one and a half years. The income replacement coefficient for calculating unemployment social payments has also been increased to 45%.
In case of electronic requests for the appointment of social payments, the deadline for the appointment of payments will be reduced from 8 to 4 working days.
A mechanism is being introduced to familiarize the applicant at the stage of submitting an application with the received amounts of social contributions.
Also, a downward adjustment of social contributions has been introduced in the case when the payer has not made a refund of excessively (mistakenly) paid social contributions with subsequent notification of the payer of the possibility of a refund.
All these changes are aimed to improve the process of providing SSIF public services.
