Family day in Kazakhstan is celebrated every second Sunday of September. Social support for mothers and children, families with children in general is one of the main directions of the country's state policy and is provided through a multilevel system of social assistance and social insurance. Currently, in Kazakhstan, families with children are paid 5 types of state benefits from the republican budget and 2 types of social payments from the State Social Insurance Fund (hereinafter – SSIF).

This year, social payments are provided for 2.6 million families on a total sum of 1.3 trillion tenge. This is 40% more than was spent last year. Social benefits or payments were assigned to more than 2 million families for a total amount of 838.4 billion tenge during 8 months of this year.

The amount of state benefits for families with children is set depending on the amount of the subsistence minimum (hereinafter referred to as SM) and the monthly calculation index (hereinafter referred to as MCI). Since the beginning of 2023, the amounts of all state benefits have been indexed by 8.5%.

For working women, one-time social payments are assigned in case of loss of income due to pregnancy and childbirth, adoption of a newborn child (children) from the SSIF. The amount of the payment depends on the average monthly income of a woman over the past 12 months. According to the results of 8 months, the average amount of payments amounted to about 1 million 200 thousand tenge.

After the birth of a child, a one-time benefit for the birth of a child is assigned. The amount of the benefit in 2023 for the birth of the first, second, third child is 131 thousand tenge, for the fourth and more child – 217 thousand tenge.

For non–working women, a monthly childcare benefit from the budget until the age of one and a half years is paid depending on the order of birth of the child, with an increase in the amount for the first, second, third and following children - from 19 872 tenge to 30 705 tenge.

The amount of social payment in case of loss of income due to the care of a child before the age of one and a half years for working parents from the SSIF is 40% of the average monthly income for the last 2 years. According to the results of 8 months, the average amount of payment was 50 998 tenge.

In addition, subsidies for mandatory pension contributions for parents taking care of children have been introduced since 2014.

Also, benefits are paid from the budget to large families with 4 or more minor children living together or full-time students under the age of 23. Its size is differentiated by the number of children – from 55 304 tenge for a family with 4 children to 13 800 tenge per child for families with 8 or more children. It should be noted that the number of large families is growing and today more than 540 thousand families are recipients of benefits.

Mothers with many children who were awarded by "Kumis alka", "Altyn Alka" or who previously received the title "Mother Heroine", awarded the "Maternal Glory" of the I and II degrees are assigned a lifetime state benefit, which is paid regardless of income. Since the beginning of the year, an average of 233 thousand people have received benefits in the amount of 42 billion tenge.

At the same time, as part of the implementation of the Social Code of the Republic of Kazakhstan, from July 1, 2023, the amount of benefits for mothers awarded with the "Altyn Alka" , the orders of "Maternal Glory" of I and II degrees, with the title of "Mother Heroine" has been increased to 7.4 MCI.

Also, a mother or father, an adoptive parent (adopter), a guardian (trustee) raising a child with a disability is paid a benefit in the amount of 1.61 SM until they reach adulthood. On average, 102 199 people received this benefit in the amount of 49.2 billion tenge.

As part of the implementation of the Social Code of the Republic of Kazakhstan, from July 1, 2023, the amount of this benefit was increased by an average of 14.5%, which provided an increase by 23% tenge compared to 2022.

In addition, children who have lost one of their parents are assigned a survivor's benefit and a similar social payment from the SSIF (for participants in the social insurance system). The amount of benefits depends on the number of dependents of the deceased breadwinner, the amount of payments – the average monthly income from which social contributions were made to the SSIF for the last 2 years, the number of dependents, the length of participation in the compulsory social insurance system. Since July 1 this year, the amount of this benefit and payment have been increased by an additional 14.5%, which provided an increase by 23% compared to 2022.
