In the Republic, there are more than 719,000 people with special needs. Social support and improving the quality of life for individuals with disabilities are one of the main directions of state policy.
In 2015, Kazakhstan ratified the Convention on the Rights of Persons with Disabilities and its Optional Protocol (2023). For nearly a decade, efforts have been actively made to implement its provisions in all areas of life for people with disabilities.
Individuals with disabilities are covered by a multi-level social protection system.
Regardless of employment and income, the state guarantees individuals with disabilities a state disability benefit and provides them with rehabilitation programs and compensatory technical aids.
For working citizens with a determined degree of loss of general workability from the State Social Insurance Fund (the Fund) is appointed an additional disability social payment .
In the first 9 months of this year, more than 96,200 people received disability social payment from the Fund, totaling approximately 28.2 billion tenge, with an average amount of 45,943 tenge.
Given the social significance of this category, based on the decision of the Government of the Republic of Kazakhstan, the sizes of social payments from the Fund and state disability benefits are annually increased. In the current year, they were increased twice, from January 1 and from July 1, 2023, with a total annual growth of 23%.
The main goal of comprehensive social support for individuals with disabilities - to create conditions and opportunities for them to realize their potential and fully participate in society.
