In Almaty, from December 3 to 5, 2017, the Malaysian delegation arrived, headed by the Managing Director of the Rehabilitation Center under the Social Insurance Organization of Malaysia, Dr. Hafez Hussain and the Professional and Technical Manager, Ms. Khairunissa Mokhtar, who are members of the Technical Commission of the International Social Security Association ( hereinafter - ISSA), the purpose of which was to visit the RSE on the REM “Scientific and Practical Center for the Development of Social Rehabilitation” (hereinafter referred to as the center) and the Nuralau project by the winner of the exhibition “The Best Social Projects Implemented in Kazakhstan”.

From the Kazakh side, the organization of the meeting was attended by the Vice-President of the State Social Insurance Fund JSC (hereinafter referred to as the Fund) Nigmatulin A.Z., who is the Deputy Chairman of the Technical Commission for Organization, Management and Innovation of the ISSA, as well as the chief international organizations Kozhakhmetov A.K.

During a visit to the RSE on the REM “Scientific and Practical Center for the Development of Social Rehabilitation” on December 4, 2017, the Malaysian delegation was presented with methods of practical rehabilitation after surgery for the use of cochlear implants, and a further excursion was made to the prosthetics workshop to get acquainted with new technologies for the manufacture of prostheses for persons with disabilities. The meeting with international delegates was attended by employees of the center headed by the Director Nugumanov T.K. and Deputy Director Smailova S.M.

After listening to the presentation of the activities of the center, the employees of the Rehabilitation Center under the Social Insurance Organization of Malaysia were presented with rehabilitation measures for the recovery of children with hearing loss after surgical procedures for installing cochlear implants. The delegates were shown the methods of auditory and speech restoration at the Scientific and Practical Center for the Development of Social Rehabilitation, including the provision of highly qualified and timely corrective and medical, psychological and pedagogical assistance to patients with cochlear implants for their maximum socialization and integration in society.

During the visit to the prosthetics workshop, delegates were introduced to an innovative approach to manufacturing the latest prostheses through the method of scanning the missing limbs of persons with disabilities to comply with all compliance standards with a healthy limb by 3-D scanning and output to a digital printer. 

At the end of the visit to the shop for the manufacture of prostheses, bilateral negotiations were held between the Malaysian delegation, the management of the center and the vice-president of the Fund Nigmatulin A.Z. to discuss further cooperation between the two institutions and draw up and sign the relevant memorandum.  

On December 5, delegates from Malaysia planned a meeting with the head of the “Nuralau” project, during which employees of the Rehabilitation Center under the Malaysian Social Insurance Organization visited a workshop for the production of adapted clothing for the disabled and people with disabilities and were invited to show the project's products in the Veterans House, during which a demonstration of a collection of adapted clothing for persons with disabilities was presented.

Then the guests proceeded to discuss and further develop partnership agreements between the parties with the project manager Seitbekova Nurgul. In view of the interest shown by the Malaysian side in the products, the international delegates took the initiative to purchase several copies of the adapted clothes of the “Nuralau” project for presentation to the management of the Rehabilitation Center under the Social Insurance Organization of Malaysia.

The head of the “Nuralau” project presented several items of clothing made by hand by the workers of the workshop, three of whom are also disabled, people with hearing impairment. The Malaysian delegation purchased the following items of adapted clothing from the “Nuralau” project: a waterproof raincoat, a leg bag for wheelchair users, a men's tracksuit with the “Nuralau” emblem, women's pajamas, a suit and a men's jacket.

Based on the results of the meeting, it is planned to develop a draft memorandum on the relationship between the parties.
