In 2024, 5.4 trillion tenge was allocated for social security, where 3.8 trillion tenge was allocated for the payment of pensions. Expenditures on all social payments (pensions and benefits) accounted for 21.8% of all expenditures of the republic's budget.

  In 2024, the state paid 614 billion tenge for disability and survivor's benefits. In addition, 472.9 billion tenge was allocated to support large families.

  In 2025, 6 trillion tenge are planned to be allocated for social obligations to approximately 5 million people.

  Pensions and Allowances Increased in Kazakhstan

From January 1, 2025, the amounts of all types of state allowances and basic pension payments have been increased by 6.5%, in line with the projected inflation rate determined by the National Bank of Kazakhstan. The solidarity pension has been raised by 8.5%, which is 2% higher than the inflation rate. 

Additionally, following the President’s directive, starting in 2023 and over the next five years, the minimum basic pension is being gradually increased to 70% of the subsistence minimum, while the maximum is set to reach 120%.

Here are some examples of the increased state allowances effective January 1, 2025:

• Childbirth allowance for the 1st, 2nd, and 3rd child has increased from 140,000 tenge to 149,000 tenge, and for the 4th and subsequent children—from 233,000 tenge to 248,000 tenge per child.

• Allowance for large families, which depends on the number of children, has risen for families with 4 children from 59,000 tenge to 63,000 tenge, and for families with 10 children—from 148,000 tenge to 157,000 tenge.

oFor individuals in Group I: from 95,000 tenge to 102,000 tenge;o For individuals in Group II: from 76,000 tenge to 81,000 tenge;o For individuals in Group III: from 52,000 tenge to 55,000 tenge.
