CHILD CARE FOR UP TO ONE AND A HALF YEARS

• from the date of birth of the child, as indicated in the birth certificate;
• in case of adoption (fostering) of a child or appointment of guardianship over a child under one and a half years of age – from the day the court decision on adoption/guardianship enters into force.

The proactive service is provided when the right to SVur arises, if the applicant's mobile phone number is registered on the egov.kz portal. If the applicant does not consent within 3 calendar days, the proactive service is not provided.

SVur = AMD / IRC

AMD – average monthly income amount taken into account as an object of social contributions calculation (sum of incomes for the last 24 calendar months on which social contributions were made, divided by 24).

IRC – income replacement coefficient = 0.4.

In the absence of social contributions for the last 24 months, a monthly state allowance for childcare until one and a half years of age is assigned in accordance with the Code.

If there were multiple contributions from one payer in one month, no more than 7×MW is taken into account for that month.

Contributions received after the date of right arising/application are not included in the calculation. Contributions accounted for other payments (pregnancy/childbirth, adoption) are not accounted for SVur.

The SVur amount cannot be less than the corresponding state allowance for childcare until one and a half years of age (taking into account OPC under Article 76), and not more than 40% of 7×MW on the date of right arising.

In case of birth of two or more children, SVur is assigned separately for each child.

OPC of 10% is deducted from SVur and sent to UAPF.

Application deadlines for SVur assignment and recalculation cannot exceed 18 months from the date of right arising to SVur.

Public service provision period:

• through State Corporation "Government for Citizens" – 8 business days;
• through egov.kz portal / proactively / information technology facilities of second-tier banks – 4 business days.

SVur is suspended from the first day of the month following the month of receipt of information, including from information systems, about:

1. absence of debit transactions for 3+ months on the recipient's bank account (resumed from the day of suspension);
2. departure for permanent residence outside the Republic of Kazakhstan (resumption upon return: without receiving payments abroad – from the day of suspension; if received – from the first day of the month after termination of payment abroad);
3. serving a sentence (imprisonment) by the recipient; payment is made to the legal representative/guardian from the day of suspension;
4. expiration of the identity document of a foreigner or stateless person, or kandas certificate (resumed from the day of issuance of a new document);
5. presence of a document on operational-search measures or fact of missing person; payment is made to the legal representative/guardian from the day of suspension (not earlier than the day of suspension);
6. entry into force of a court act on cancellation of the decision on recognition as missing (resumed from the first day of the month after termination of payment to the legal representative/guardian);
7. termination of citizenship of the Republic of Kazakhstan (resumed from the day of issuance of an identity document of a foreigner or stateless person permanently residing in the territory of the Republic of Kazakhstan);
8. provision of inaccurate information that led to unreasonable determination of the amount (resumed from the date of suspension in the correct amount);
9. other cases provided for by the Code.

SVur is resumed upon application, subject to preservation of the right, on the basis of documents/information from information systems until the child reaches 1.5 years of age, confirming the termination of grounds for suspension.

Application deadlines for assignment/recalculation are no more than 18 months from the date of right arising.
