ON DISABILITY
- from the date on which the medical and social assessment (MSA) subdivision establishes the degree of general loss of work capacity (GLWC) of the participant in the compulsory social insurance system.
- the MSA subdivision, when the degree of GLWC is established for the first time;
- the e-government web portal (egov.kz), if information on the established degree of GLWC is available;
- the State Corporation “Government for Citizens”, if information on the established degree of GLWC is available.
- identity document;
- application.
If the applicant does not give consent within three calendar days, the proactive service is not provided.
SVut = (AMD – 50% of MRZ) × IDC × PSC × LWC
AMD – average monthly income taken as the base for social contributions. It is determined by dividing the total income on which social contributions were made for the last 24 calendar months (regardless of any breaks in contributions during this period) preceding the month when the right to SVut arose, by 24.
MRZ – minimum monthly wage established by the law on the republican budget
on the date the right to SVut arises.
MRZ in 2025 = 85,000 tenge.
IDC – income replacement coefficient = 0.6.
LWC – coefficient of general loss of work capacity, corresponding to the established degree of loss of work capacity from 30% to 100%.

Mandatory pension contributions (MPC) in the amount of 10 percent are withheld from the assigned amount of SVut and transferred to the Unified Accumulative Pension Fund in accordance with the Social Code of the Republic of Kazakhstan (if the recipient is a person with disability of group I or II and the disability is established indefinitely, MPC are withheld based on his/her consent).
Time frame for providing the public service:
- through the State Corporation “Government for Citizens” and the MSA subdivision – 8 working days;
- through the e-government portal or via a mobile device (proactive service) – 4 working days.
SVut is suspended from the first day of the month following the month when information is received, including from information systems, about:
- no debit transactions on the recipient’s bank account for three or more months. In this case, SVut is resumed from the date of suspension;
- the recipient’s departure for permanent residence outside the Republic of Kazakhstan. For a person who left for permanent residence abroad, who had been receiving SVut and then returned, if no similar benefit is paid in the country of residence, SVut is resumed from the date of suspension, but not more than three years before the date of re-application. In this case, SVut is resumed in the amount established at the time of departure from the Republic of Kazakhstan. If SVut was increased during the period of stay abroad, its amount is set taking these increases into account. If a similar benefit is paid in the country of residence, SVut is resumed from the date of application, provided that permanent registration in the Republic of Kazakhstan is restored, in the amount established at the time of departure;
- the recipient, who acts as a guardian, serving a prison sentence imposed by the court in the form of deprivation of liberty. In this case, SVut is paid to the person appointed as guardian from the date of suspension;
- expiration of the identity document of a foreigner or stateless person, or of a kandas certificate. In this case, SVut is resumed from the date of issuance of a valid identity document of a foreigner or stateless person permanently residing in the Republic of Kazakhstan, or a kandas certificate;
- availability of a document confirming the conduct of operational-search actions to locate a missing person or a court decision declaring a person missing with respect to the recipient of SVut. In this case, SVut is resumed from the date of termination of operational-search measures to locate the missing person or from the date on which the court decision declaring the person missing is annulled, but not earlier than the date of suspension;
- termination of the recipient’s citizenship of the Republic of Kazakhstan on the grounds provided for by the Law “On Citizenship of the Republic of Kazakhstan”. In this case, SVut is resumed from the date of issuance of a valid identity document of a foreigner or stateless person permanently residing in the Republic of Kazakhstan;
- release or removal of the guardian from the performance of his/her duties in cases established by the family legislation of the Republic of Kazakhstan. In this case, SVut is paid to the person appointed as guardian or to the recipient reinstated as guardian from the date of suspension;
- submission by the applicant of inaccurate information that led to an unjustified determination of the amount of SVut. In this case, SVut is resumed in the amount determined in accordance with the Social Code of the Republic of Kazakhstan from the date of suspension;
- drawing up a protocol on the fact of submission of unreliable documents to the medical and social assessment or issuance of an unfounded expert opinion. In this case, SVut is resumed from the date of suspension if the previously issued expert opinion is confirmed upon follow-up reassessment.
SVut is resumed upon application based on documents and/or information obtained from information systems confirming that the circumstances that caused the suspension of the social benefit have ended, provided that the right to SVut is still valid.
SVut is terminated:
- in the event of the recipient’s death (or when a court decision declaring him/her dead enters into legal force). In this case, SVut is paid up to and including the month of death (or the month when the court decision enters into force);
- in connection with the submission by the recipient of unreliable documents (information) that served as the basis for the decision to assign SVut. In this case, SVut is terminated from the date of assignment;
- in connection with the recipient’s submission of an application to terminate SVut. In this case, SVut is terminated from the first day of the month following the month of application;
- if the MSA subdivision issues a decision recognizing the recipient as able to work, from the first day of the month following the month in which he/she was recognized as able to work.
The return of over-credited (overpaid) SVut amounts is carried out via banks and organizations performing certain types of banking operations to the following details:
