ON THE LOSS OF A BREADWINNER
- from the date of death indicated in the death certificate or death notification, or from the date the court decision declaring a citizen – participant of the system – deceased enters into legal force, or from the date indicated in the court decision recognizing the person as missing or declaring him/her deceased.
- e-government web portal (egov.kz);

- birth certificate(s) of the child (children), or an electronic document from the digital documents service (or a certificate containing information from civil status records of birth) for identification;
- documents or information confirming family relationship with the deceased;
- certificates from organizations of general secondary, technical, vocational, post-secondary, higher, and postgraduate education confirming that family members aged 18 to 23 are studying or have studied in full-time form of education;
- when guardianship (custody) is established – a document confirming the establishment of guardianship (custody).
* Submission of documents is not required if they can be obtained from state information systems, including the digital documents service.
Proactive service is provided when a person has the right to SPBL assignment, upon registration of the applicant's mobile phone number on the e-government web portal.
If the applicant does not give consent within three calendar days, the proactive service is not provided.
SPBL = (AMD – 50% of MMW) × ICR × NDC × PSC
AMD – average monthly income taken into account as the object of social contribution calculation, determined by dividing the total income from which social contributions were made over the last 24 calendar months (regardless of whether there were breaks in social contributions during this period), preceding the month in which the right to SPBL arose, by 24.
MMW – minimum monthly wage established by the law on the republican budget on the date the right to SPBL arises. MMW in 2025 = 85,000 tenge.
ICR – income replacement coefficient = 0.6.
NDC – number-of-dependants coefficient: with one dependant – 0.5; with two dependants – 0.65; with three dependants – 0.8; with four or more dependants – 1.0.
PSC – participation service coefficient:

No deductions are made from SPBL, except for overpaid (excessively credited) SPBL amounts, which are withheld from the amounts due for payment on the basis of the recipient's application.
Public service processing time:
- through State Corporation "Government for Citizens" – 8 business days;
- through e-government portal (egov.kz) or via mobile device (proactive service) – 4 business days.
SPBL is suspended from the first day of the month following the month of receipt of information, including from information systems, about:
- absence of debit (spending) transactions for three or more months on the recipient's bank account. In this case, SPBL is resumed from the date of suspension;
- the recipient's departure for permanent residence outside the Republic of Kazakhstan. For a person who left for permanent residence abroad and was a recipient of SPBL and then returned, in case of non-receipt of the payment in the country of stay, SPBL is resumed from the date of termination of SPBL, but for no more than three years preceding the date of application for it. In this case, SPBL is resumed in the amount established at the time of departure from the Republic of Kazakhstan. If SPBL was increased during the period of stay abroad, its amount is set taking into account these increases. In case of receiving payments in the country of stay, SPBL is resumed from the date of application, provided that the person is registered at a permanent place of residence in the Republic of Kazakhstan, in the amount established at the time of departure from the Republic of Kazakhstan;
- serving by the recipient, who is a guardian (custodian), a criminal sentence in the form of imprisonment. In this case, SPBL is paid to the person appointed as guardian (custodian) from the date of suspension;
- expiration of the identity document of a foreigner or stateless person, or kandas certificate. In this case, SPBL is resumed from the date of issuance of the identity document of a foreigner or stateless person permanently residing in the territory of the Republic of Kazakhstan, or kandas certificate;
- availability of a confirming document on operational-search activities or the fact of a missing person in relation to the social payment recipient. In this case, SPBL is resumed from the date of entry into force of the court act cancelling the court decision on declaring the person missing, but not earlier than the date of suspension;
- termination of the recipient's citizenship of the Republic of Kazakhstan on the grounds provided for by the Law of the Republic of Kazakhstan "On Citizenship of the Republic of Kazakhstan". In this case, SPBL is resumed from the date of issuance of the identity document of a foreigner or stateless person permanently residing in the territory of the Republic of Kazakhstan;
- expulsion of a recipient (dependant) older than 18 years from an educational organization, or his/her transfer to part-time education. In this case, SPBL is resumed from the date of resumption of studies in full-time form;
- death of the recipient (entry into force of a court decision declaring him/her deceased). In this case, SPBL is paid to the person appointed as guardian (custodian) from the date of suspension;
- deprivation or restriction of parental rights of the recipient, recognition of the adoption decision as invalid or its cancellation. In this case, SPBL is paid to the person appointed as guardian (custodian) from the date of suspension. When parental rights are restored, SPBL is resumed from the date of entry into force of the court decision on restoration or cancellation of restrictions in parental rights;
- release or removal of the guardian (custodian) from his/her duties in cases established by the family legislation of the Republic of Kazakhstan. In this case, SPBL is paid to the person appointed as guardian (custodian) or to the person restored in the status of guardian (custodian) from the date of suspension;
- receipt of social contributions, as well as mandatory pension contributions and mandatory professional pension contributions to the individual pension accounts of persons recognized as missing or declared deceased, or receipt of information confirming the fact that the citizen is alive. If the fact that the citizen is alive is confirmed, the social payment is terminated; if not confirmed, SPBL is resumed from the date of suspension;
- submission by the applicant of false information that led to an unjustified determination of the SPBL amount. In this case, SPBL is resumed in the amount determined in accordance with the Rules, from the date of suspension.
SPBL is resumed upon application through State Corporation "Government for Citizens" on the basis of documents and (or) information received from information systems confirming the expiration of the circumstances that caused the suspension of SPBL, provided that the right to the care social payment is retained.
SPBL is terminated:
- in the event of death of the only person who was supported by the deceased breadwinner (recognized by the court as missing or declared deceased). In this case, SPBL is paid up to and including the month of death (the month the court decision declaring the person missing or deceased enters into force);
- when the medical and social expertise department takes a decision recognizing the only person supported by the deceased breadwinner (recognized by the court as missing or declared deceased) as able-bodied. In this case, SPBL is terminated from the first day of the month following the month in which he/she was recognized as able-bodied;
- upon expiration of the disability period of the only person who was supported by the deceased breadwinner (recognized by the court as missing or declared deceased). In this case, SPBL is terminated from the date of expiration of the disability period;
- if the recipient submits false documents (information) that served as the basis for the decision on assignment of the social payment. In this case, SPBL is terminated from the date of its assignment;
- upon submission by the recipient of an application to terminate the social payment. In this case, SPBL is terminated from the first day of the month following the month of application.
When the number of dependants increases, the recalculation of the SPBL amount is made on the basis of a written application from the SPBL recipient – family member who was supported by the deceased breadwinner (recognized by the court as missing or declared deceased):
- from the start date of the study period – when a certificate from organizations of general secondary, technical, vocational, post-secondary, higher, and postgraduate education is provided;
- from the date of the breadwinner’s death (but not earlier than the child’s date of birth, if the child was born after the breadwinner’s death) – when including in the number of dependants a family member who was supported by the deceased breadwinner (recognized by the court as missing or declared deceased), on the grounds provided for in subparagraph 2) of paragraph 2 of Article 239 of the Social Code.
For persons entitled to allocation of a share of SPBL, the recalculation of the SPBL amount is made from the date of submission of a written application.
If one of the family members who was supported by the deceased breadwinner (recognized by the court as missing or declared deceased) did not exercise the right to apply for SPBL, it is assigned to that person from the date of application to the Fund in case of allocation of SPBL in accordance with paragraph 5 of Article 239 of the Social Code, and in case of non-allocation – from the date of the right to SPBL.
At the same time, recalculation (revision) of the amount is carried out from the date of the right to SPBL according to the calculation parameters in force at the time of application, taking into account the increases made to the social payment.
Recalculation of the SPBL amount when the number of dependants decreases is carried out by the branches of the Fund upon receipt of information from information systems of state bodies and (or) organizations by making a decision of the Fund’s branch on SPBL recalculation.
In the absence of information from information systems of state bodies and (or) organizations when the number of dependants decreases, the branch of State Corporation "Government for Citizens" prepares a draft decision of the Fund’s branch on assignment (recalculation) or refusal to assign the social payment and sends it to the Fund’s branch.
If the applicant failed to timely notify of circumstances affecting the SPBL amount, the amounts are revised from the moment of occurrence of these circumstances, but not earlier than the moment of their initial assignment.
The new SPBL amount is calculated by dividing the current SPBL amount by the current number-of-dependants coefficient and multiplying the result by the newly established number-of-dependants coefficient.
Based on the SPBL recipient’s application for recalculation of the social payment amount, the branch of State Corporation "Government for Citizens" prepares a draft decision of the Fund’s branch on assignment (recalculation) or refusal to assign the social payment for approval by the Fund’s branch.
Return of overpaid (excessively paid) SPBL amounts is carried out through banks and organizations performing certain types of banking operations, according to the following details:
