What Social Support Is Available to Persons with Disabilities in Kazakhstan?
Kazakhstan has a multi-tier system of social protection for persons with disabilities. It includes state social allowances, payments from the State Social Insurance Fund, as well as insurance payments in cases where disability results from an occupational injury or occupational disease.
Currently, more than 544,000 people receive state social disability allowances. The main form of financial support is the state social disability allowance, the amount of which depends on the established disability group and the cause of disability.
In 2026, for disability resulting from a general disease, the monthly allowance amounts to KZT 111,873 for persons with a Group I disability, KZT 89,498 for persons with a Group II disability, and KZT 61,022 for persons with a Group III disability.
Where social contributions have been paid for a person to the State Social Insurance Fund, that person may additionally be entitled to a social payment for loss of ability to work. The amount is determined individually, taking into account the income on which social contributions were paid, the established degree of loss of general ability to work, and the length of participation in the compulsory social insurance system.
Employees whose disability results from an occupational accident or occupational disease are also entitled to insurance payments. Thus, depending on an individual’s circumstances, state and insurance-based forms of support may complement one another.
Separate support measures are provided for persons caring for a person with a Group I disability, as well as for a mother, father, adoptive parent, guardian or custodian raising a child with a disability. In 2026, the relevant monthly state allowance amounts to KZT 81,871.
Disability-related payments can be applied for through the State Corporation “Government for Citizens”, the eGov.kz portal, or through a proactive service. Once disability has been established, the person receives an SMS message offering the option to apply for the relevant allowance. To proceed with the assignment, the person only needs to confirm their consent by replying to the message.
Most of the information required for the assignment of payments is obtained directly from state digital systems. This reduces the number of documents that citizens are required to provide and, in some cases, enables payments to be assigned without the need for an in-person application.
