Receiving Social Payments Safely: What Citizens Nees to Know

Kazakhstan’s compulsory social insurance system provides an additional form of social protection for employed persons in the event of social risks. Employers make social contributions for their employees to the State Social Insurance Fund (the Fund), and where a social risk provided for by the Social Code of the Republic of Kazakhstan occurs, a participant in the system is entitled to the relevant social payment.

However, advertisements offering to “arrange a social payment”, “extend a childcare payment” or “help obtain a social payment in case of job loss” can be found on social media.

The Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan urges citizens to exercise caution when responding to such offers. There is no need to use intermediaries on social media in order to receive a social payment from the Fund. The conditions and procedure for the assignment of social payments are established by law.

According to the State Social Insurance Fund, between January and August 2026, social payments were received by 1.064 million people. The total amount of payments was approximately KZT 527 billion.

The compulsory social insurance system provides social payments in respect of six types of social risk: loss of ability to work; loss of a breadwinner; loss of job; loss of income due to pregnancy and childbirth; adoption of a newborn child (children); and loss of income due to the care of a child up to the age of one and a half years. Each type of social payment is subject to its own eligibility requirements.

The State Social Insurance Fund is entitled to verify the information submitted for the assignment of a social payment and, where necessary, to request additional information. The Fund and law enforcement authorities also identify cases involving fictitious employment relationships.

Accordingly, entering into fictitious employment arrangements, submitting inaccurate information or using forged documents on the advice of third parties may have adverse consequences for the individuals concerned.

Where it is established that a social payment has been received unlawfully, the amounts paid may be subject to recovery in accordance with the procedure established by law. The intentional submission of knowingly false information for the purpose of obtaining a social payment may also constitute fraud.

In 2025, more than 30 criminal cases relating to the unlawful receipt of social payments were initiated in 12 regions of the country. Seven court convictions were handed down in five regions. Investigations identified cases in which citizens who had trusted advertisements on Instagram and other social media platforms became involved in schemes for the unlawful receipt of social payments.

Particular attention should also be paid to the protection of personal and financial data. Under the pretext of assisting with the arrangement of a social payment, third parties may request confidential information.

Citizens should not disclose to third parties their identity document details, bank card number, confidential banking information, SMS verification codes, information relating to their electronic digital signature (EDS), or other personal data.

There is also no need to pay so-called “intermediaries” on social media in order to receive a social payment. If someone offers, in return for payment, to “arrange a social payment quickly”, “extend a payment” or “guarantee a social payment”, citizens should not use such services or disclose their personal data to such persons. Social payments are assigned solely in accordance with the procedure established by the Social Code, and intermediaries cannot influence decisions on their assignment.

Information on the conditions and procedure for the assignment of social payments should be obtained only from official sources. The relevant information can be checked through the official resources of the Ministry of Labour and Social Protection of the Population of the Republic of Kazakhstan, the State Social Insurance Fund and the e-Government portal, egov.kz. It is important to distinguish information from official sources from promotional offers on social media. A social payment is a measure of social protection provided for by law in the event of the relevant social risk. There is no need to seek the assistance of intermediaries or pay third parties in order to receive it.
